HIGHWAY STAFF ACCOUNTANT
Department: Highway
Reports to: Highway Commissioner
Wage: Starting at $23.54/hour
FLSA Status/Hours: Non-Exempt, 40 Hours per week

Summary:
This position is responsible for cost accounting, fund accounting, bookkeeping, payroll and record maintenance. This position is responsible for all highway accounting transactions in accordance with the State of Wisconsin Uniform Cost Accounting Manual.
Essential Duties and Responsibilities: To perform this job successfully, an individual must be able to perform each essential function satisfactorily and in a timely manner. The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned.
- Oversee cost accounting for the department, including fund accounting, bookkeeping, payroll, and record maintenance.
- Oversee all cash transactions including receipts, deposits, and preparation of vouchers for disbursements. Prepare monthly financial reports including cost pool status, in accordance with the State of Wisconsin Uniform Cost Accounting Manual.
- Maintain machinery maintenance records including classification, depreciation, additions, disposals, betterments and major repairs of all equipment.
- Assist with the preparation of the annual department budget.
- Prepares annual financial reports and closing books at year-end.
- Responsible for job costing of: payroll, fringe benefits, shop operation, equipment, and inventory control (parts and materials).
- Process invoices to the County, State, Towns, and other entities.
- Complete annual reports to DOT.

Education and/or Experience;
Minimum Required Qualifications: Associate degree in Accounting, and three (3) years experience with accounting or bookkeeping or equivalent experience which provides the necessary knowledge, skills and abilities to perform the duties and responsibilities of the position.
Knowledge, Skills and Abilities:
- Ability to work with limited daily supervision and make accurate and independent decisions regarding routing planning, scheduling and completing office work priorities and duties. Excellent organizational skills, high level of maturity with a strong degree of self-direction and motivation.
- Thorough knowledge of accounting principles including experience with fixed assets.
- Ability to work under pressure to meet deadlines.
- Knowledge of data processing capabilities as they apply to financial record keeping.
- Ability to keep accurate records and prepare detailed reports.
- Ability to communicate effectively with Department Heads, Elected Officials and the general public verbally and in writing.
- Ability to understand and carry out complex oral and written instructions.
- Ability to appreciate and maintain the confidential nature of the position.
Technological Skills:
- Working knowledge of Windows and Microsoft Office Suite.
