This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.
DEPARTMENT: Office of Management & Budget
HOURS OF WORK: Monday - Friday, 8:00am - 5:00pm
LOCATION: City Hall - 632 W 6th Ave, 8th Floor
Example of Duties
Under the general direction and with a high degree of independence, perform and coordinate advanced budgetary, financial and management analysis functions in the preparation and maintenance of Municipal departmental operating and capital budgets. Provide expertise in instructing and assisting departments in budget preparation and control, to include development and maintenance of annual operating budgets and/or capital budget plans, to include grants, and refinement and maintenance of Municipal intra-governmental charge system. Perform other assigned duties as required.
Minimum Qualifications / Substitutions / Preferences
High school diploma, GED, or equivalent, and eight (8) years of government level experience using Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) to include expenditure/revenue chart of accounts, intra-governmental charges, operating and capital budgeting, or grant budgeting.
OR
Associate's degree in Business Administration, Finance, Accounting, Economics or a related discipline, and six (6) years of government level experience using Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) to include expenditure/revenue chart of accounts, intra-governmental charges, operating and capital budgeting, or grant budgeting.
OR
Bachelor's degree in Business Administration, Finance, Accounting, Economics, or a related discipline, and four (4) years of government level experience using Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) to include expenditure/revenue chart of accounts, intra-governmental charges, operating and capital budgeting, or grant budgeting.
OR
Master's degree in Business Administration, Finance, Accounting, Economics, or a related discipline, and two (2) years of government level experience using Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) to include expenditure/revenue chart of accounts, intra-governmental charges, operating and capital budgeting, or grant budgeting.
AND
Must have experience in 3 of the 4 areas of:
1. Personnel and benefit costing
2. Analysis of budget to actuals
3. Trend analysis
4. Cost projections
