Monitoring Technology Advancement Supervisor

The Technology Advancement Section (TAS) is a dynamic team within the Air Monitoring Support Branch of the Monitoring and Laboratory Division (MLD) at the California Air Resources Board (CARB). We are responsible for advancing the science and application of air monitoring through the evaluation, development, and deployment of innovative technologies. Our work spans from low-cost sensors to state-of-the-art instruments, and from mobile platforms to advanced data systems for communication, storage, analysis, and visualization. Our mission is to ensure high-quality, defensible air quality data that supports CARB’s regulatory programs, public health initiatives, and environmental justice goals. We conduct rigorous field and chamber evaluations, support special studies in impacted communities, and develop tools and methods that are used across the division and statewide.

 

We are seeking an Air Resources Supervisor I (ARS I) to lead a team of eight highly skilled air pollution specialists and air resources engineers. This is a unique opportunity to manage cutting-edge projects, including the environmental test chamber, mobile monitoring platforms, and the Statewide Mobile Monitoring Initiative (SMMI), a $27 million contract to assess air quality in communities across California using mobile laboratories and advanced instrumentation.

 

Key Responsibilities:

- Lead and manage a multidisciplinary team working on community air monitoring, data systems and analysis, and technology evaluation.

- Oversee the design and implementation of Community Air Monitoring Plans (CAMPs), data management infrastructure, and stakeholder engagement.

- Review and approve technical work products including QA/QC plans, SOPs, reports, and procurement documents.

- Coordinate with internal CARB divisions, local air districts, community-based organizations, and industry stakeholders.

- Ensure timely and accurate interpretation and communication of monitoring results to support agency goals and policy decisions.

- Manage section administration including hiring, training, performance evaluations, and compliance with state administrative requirements.

 

The ideal candidate will have:

- A strong technical background in air quality monitoring, environmental science, or a related field.

- Proven leadership and project management experience.

- Excellent communication skills and the ability to collaborate across diverse teams and stakeholders.

- Experience with data management, data analysis, QA/QC protocols, and field deployment strategies.

- A passion for public service and environmental protection.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

PLP Language:

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
