Enforcement Air Resources Supervisor I
California Air Resources Board's (CARB) Enforcement Division is seeking a creative, open minded, and effective leader to manage the Vehicle Enforcement Section (VES). The VES is responsible for conducting inspections and investigations and providing enforcement services for non-compliant on- and off-road vehicles, including cars, trucks, motorcycles, recreational marine vessels, kit cars, and non-compliant off-highway recreational vehicles, including all-terrain vehicles, sand rails, sand carts, utility carts, golf carts, dirt bikes, and other off-highway recreational vehicles with greater than 25- horsepower engines. On a case-by-case basis, VES also supports the Vehicle, Parts, and Consumer products branch with investigations any vehicular based laboratory and certified fraud. The successful candidate will have a strong knowledge of regulatory, implementation, and enforcement processes at CARB; an ability to communicate effectively with internal and external stakeholders, especially during negotiations; and strong program management and leadership skills.
The programmatic responsibilities of VES will evolve over time as current programs mature and new programs are implemented.
The Air Resources Supervisor I (ARS I) is a first level supervisory position. Under the general direction of the Vehicle, Parts, and Consumer Products Enforcement Branch Chief, an ARS II, the incumbent is responsible for planning, organizing, tracking, training staff, supervising, managing, and directing the day-to-day inspection, investigation, case resolution, litigation support, and other related services and activities performed by Vehicle Enforcement Section staff. Additionally, the incumbent assists the Branch Chief with a broad range of general program and workforce management activities, including developing and reviewing legislative and budget proposals, budgeting, recruiting new staff, developing annual work plans, conducting case review meetings, briefing the Division Chief and Executive Office as necessary, completing probation and annual staff performance reviews, and preparing quarterly and annual enforcement reports. Finally, the incumbent assists the Branch Chief with activities involving other government agencies at the local, regional, state, federal, and international levels, non-governmental and media organizations, private industry groups, and the general public.

Working Conditions
This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.
Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
