Air Pollution Specialist

This position can be located in Sacramento or Riverside County.

The Mobile Source Control Division is recruiting for a organized and motivated Air Pollution Specialist (APS) to work on a team of professional and technical staff working on Low Emission Vehicle (LEV) regulations for passenger cars and trucks in the Advanced Clean Cars Branch (ACCB).  The mission of ACCB is to foster a sustainable market for zero and ultra-clean emission light-duty vehicle technologies through regulations and market-supporting policies.  

The LEV regulations establish criteria pollutant and greenhouse gas standards for new light-duty vehicles and certain medium-duty vehicles. The goal of the LEV program is to reduce exhaust and evaporative emissions from these vehicles using performance standards and supporting test procedures. The section also coordinates with a number of programs to perform vehicle emissions testing, evaluate compliance data with existing standards to inform future regulations, assess statewide economic and emission impacts of new standards, and help with implementation of the LEV regulations. Additionally, the Section coordinates closely with the U.S. Environmental Protection Agency on related federal standards. 

Under the supervision of an Air Resources Supervisor I, this Air Pollution Specialist is responsible for  designing and developing LEV and ZEV policies by drafting policy recommendations, applying critical analysis to complex issues, and working collaboratively with colleagues and stakeholders to shape effective, equitable solutions and advance program goals. 

The APS will collaborate across CARB and external partners to support the implementation of EO-27-25 by developing and providing detailed policy-level briefings, and communicating information clearly to both decision-makers and the public.

Working Conditions

 

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement. 

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
