Staff Air Pollution Specialist

This position can be located in Sacramento or Riverside County.

This position is a 12-month Limited Term (LT) and may be extended up to 24 months or become permanent.

If you have permanent status and have passed probation, you have mandatory reinstatement rights into your former position/classification at the end of this LT appointment. You will be separated from state service if you have not had prior permanent or probationary civil service status. During this 12-month limited-term assignment, you may be entitled to receive health, dental, and vision benefits. You will also earn State Service and accrue monthly leave credits.

The Mobile Source Controls Division is recruiting for a organized and motivated Staff Air Pollution Specialist (SAPS), to oversee a team of professional and technical staff working on light-duty greenhouse gas vehicle emission regulations in the Advanced Clean Cars Branch. The ZEV market advancement Section consists of a friendly team of professional staff who work closely with the Low Emission Vehicle Regulations Section and the Zero Emission Vehicle Regulations Section to support development and implementation efforts for the California Air Resources Board's (CARB) light-duty vehicle emission standards to help achieve California's ambitious air quality, climate, and environmental justice goals.

The ZEV Market Advancement Section is responsible for developing, coordinating, and implementing complementary policies to facilitate and encourage the uptake of light-duty ZEVs. These efforts include supporting consumer awareness of ZEVs through marketing, research, education, and outreach; supporting participation in California, multi-state, and international partnership activities; implementation of CARB’s ZEV Equity Task Force; development and implementation of California’s Environmental Performance label; and on-going assessments of California’s ZEV market and supporting complementary ZEV policies.

Under the supervision of an Air Resources Supervisor I, this Staff Air Pollution Specialist (SAPS) is responsible for independently leading teams in developing regulations, assessing vehicle technology development, and evaluating existing and potential compliance with light-duty vehicle regulations and test procedures through analysis of light-duty vehicle certification data, vehicle testing data, data collected from on-board diagnostic systems, and stakeholder engagement. This position will work collaboratively with Branch staff as the lead staff person on light-duty greenhouse gas emissions policies, with a particular emphasis on plug-in hybrid technology including their treatment in regulatory programs, emissions performance, costs, and technology outlook. Additionally, this SAPS will support other Branch staff on development or analysis of criteria pollutant exhaust emission standards. The SAPS will serve as the primary point of contact for auto manufacturers on greenhouse gas emission requirements and provisions; coordinate with internal agency staff on greenhouse gas certification, compliance, and regulatory development; participate in work groups, standards committees and technical meetings; and may engage in outreach events with industry, environmental groups, government organizations and the public. This position will also collaborate with the broader CARB team that engages with federal agencies on vehicle emission standards.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement. 

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
