Position Description:

 

Under the general administrative direction of the Chancellor, the Vice Chancellor of Finance and Administration (A106/0987) provides leadership for the development and implementation of business and fiscal services necessary to support the mission of the District. The Vice Chancellor has a leadership role in the development of both short and long range strategic planning; plans, organizes, coordinates, directs, and conducts financial, budget, and business related activities; and actively facilitates the development of District fiscal and business policies. The Vice Chancellor provides oversight and leadership for the following departments: Budget/Fiscal Services; Accounting; Purchasing; Facilities; Maintenance and Operations/Custodial; Construction Management; Contracts; Information Technology Department.

 

Job Duties:

 

• Serves as the Chief Financial Officer for the District; responsible for the overall financial management and business functions of the District.

• Provides leadership and is ultimately responsible for the coordination, development and preparation of the District's annual budget; provides reports, statistical and financial data as required to provide budget status information and support in new budget preparation; provides budget assumptions and develops revenue projections.

• Responsible for the District's annual audit, ensuring that local and state timelines are met for producing a timely audit. Coordinates the external audit process and ensures the proper application of internal control processes.

• Performs financial asset management and exercises oversight and administration (accounting and auditing) of bond issuance, bond funds and investments; oversees the implementation of bond funds; and facilitates key finance/budget committees and discussions.

• Exercises oversight of the Accounts Payable Unit ensuring accurate and timely disbursements.

• Coordinates the fiscal aspects of the employee benefit programs, including employee health and welfare programs, tax shelters and annuity plans, and the deferred compensation plan.

• Designs and implements a budget process that is transparent to the Board of Trustees and to the community at large.

• Provides fiscal and budgetary support in collective bargaining activities related to compensation benefits, and areas requiring financial resources.

• Directs the development and maintenance of an ongoing banking management plan.

• Plans, directs, and participates in the design and implementation of improved fiscal procedures for the District.

• Meets regularly with the college administrators and makes recommendations on matters of budget development, implementation, and administration.

• Provides leadership in the formulation of the District's business practices, and assistance in the preparation and expenditures of the college's annual operating budgets.

• Plans for and directs accurate and appropriate compliance with all State, Federal, and local laws, Board policies and regulations governing the financial operations of the district.

• Supervises the operation of the District's revolving cash fund and for making transfers between District funds maintained in the city/county treasury.

• Ensures the completion and filing of claims for various special projects.

• Coordinates the management of the enterprise financial system and the assessment and review of new computer applications and systems that affect the financial, instruction, and student services operations of the district.

• Directs the development and implementation of the District's Chart of Accounts and ensures that compliance and reporting requirements will be met.

• Directs the creation and production of financial statements and reports. Supervises the maintenance of records of expenditures, including the income and balances of all appropriations. Oversees the preparation of quarterly financial statements.

• Responsible for fiscal oversight of District contracts.

• Represents the District at state and national meetings and conferences dealing with budget and financial services issues.

• Coordinates District-wide facility planning activities, including new construction, remodeling or renovation, bid development, funding requests, development and implementation of facility planning guidelines and criteria; oversees District construction, remodeling and site improvement projects; responsible for maintenance and repair of District facilities, grounds and utility systems; coordinates District's energy conservation program; develops, maintains and updates a variety of facility assessment, condition and utilization reports; prepares comprehensive project cost estimates, including staffing, coordinates the development of college capital outlay priorities.

• Along with the Vice Chancellors of Academic Affairs and Student Affairs, recommends a schedule to meet annual FTES goals, and monitor the enrollment of management efforts.

• Coordinates with the Research Office to ensure that District planning, program review, and strategic planning are integrated in the budget planning process.

• Participates collegially on City College of San Francisco Participation Governance Committee and facilitates other district governance committees pertaining to finance and general services.

• Promotes a work culture of customer service, innovation, and quality service to students, staff, and the community.

• Represent the Finance and Administration (the Chief Financial Officer) provides leadership for the development and at Board of Trustees meetings; provide technical expertise, information and assistance to the Chancellor; communicate with other District administrators, staff and contractors to coordinate activities, programs and services; resolve issues and conflicts and exchange information; work cooperatively as a member of the District management staff toward the achievement of its goals and objectives; provide leadership consistent with the mission and function of the District; and lead or participate in District or College committees, initiatives, teams, or ad-hoc groups.

• Supports and engages in an innovative culture of culturally responsive, inclusive and anti-racist practices as it relates to student success with an awareness of student equity gaps.

• Participates in ongoing training on diversity, equity, inclusion and anti-racism.

• Performs other duties as assigned by the Chancellor.

 

Minimum Qualifications:

 

Knowledge, Skills, and Abilities:

 

Knowledge of:

 

• Budget development, strategic planning, and data-driven decision-making.

• Risk management and insurance principles, including claims administration and workplace safety programs.

• Principles of organizational leadership, supervision, and performance management.

• Principles and practices of public sector human resources management, including labor relations, compensation, benefits, recruitment, and risk management.

• Federal and state employment laws, including EEO, ADA, FMLA, FLSA, Title IX, and California Education Code provisions.

 

Ability to:

 

• Lead and manage complex Finance and Administrative functions effectively.

• Interpret, apply, and explain complex legal and regulatory requirements.

• Build collaborative relationships with labor organizations, administrators, and staff.

• Communicate clearly and persuasively, both orally and in writing.

Minimum Qualifications:

 

Education:

 

• Master's degree in a field or subject area that reasonably relates to the skills, knowledge, and abilities required for the successful completion of the position job duties and responsibilities. OR; Bachelor's degree from an accredited college or university in business administration, accounting, finance or related field.

 

(Candidates with foreign degrees must provide official certification of equivalency to U.S. degrees by a certified U.S. credential review service.)

 

Experience:

 

• Ten (10) years of increasingly responsible experience as a chief financial officer in a public service agency.

• Six to eight (6-8) years of increasingly responsible experience in administration of accounting, finance, business, or other related areas.

• An equivalent combination of education and experience may be considered.

Desirable Qualifications:

 

• Administrative experience in business functions in a public or private educational environment.

• Familiarity with integrated and complex financial and human resource computer information systems.

• Eight (8) years of experience in an administrative leadership role.

• Knowledge of State and Federal laws, and Title IV that have an impact on California community colleges.

• Knowledge of Argos reporting system.

• Demonstrated ability to communicate facts and ideas in writing and orally.

• Knowledge of governmental accounting, budgeting, and auditing principles; financial analysis including statistical analysis and use.

• Demonstrated knowledge of Federal and State laws and regulations pertaining to public and higher education.

• Demonstrated successful experience in supervision, budget development management and evaluation, personnel evaluation, program development, retention and enrollment development, and management-related activities.

• Demonstrated experience with collaboration, consensus building, conflict resolution, and problem solving.

• Demonstrated experience with and knowledge of inequities in higher education and a commitment to rectifying policies and processes that restrict access for historically minoritized and disproportionately impacted students.
