ABOUT THE POSITION:
As a Network Systems Analyst, you will perform advanced and independent technical and analytical work required to design Citywide Information Technology systems and infrastructure and resolve complex problems. Network Systems Analysts are part of a team responsible for all aspects of the Citywide Windows-based data center operation, including design and support of storage data, virtualized and physical hardware, networks, security, operating systems, telecommunications, and server-based application software in the City's network domain. 

Examples of upcoming assignments and projects: 

  • Assist in the upgrade of core and edge network switches across multiple locations and migrate to a software-defined network fabric to improve resiliency, security, and simplify management 
  • Act as a technical lead  for servers hosting critical applications, including ERP software, by overseeing operating systems, storage, web services, and SQL databases within an on-premises datacenter environment to ensure reliability and performance 
  • Act as a technical lead for endpoint management and monitoring, including architecting system images, automation of software packages, and configuration/tuning of system performance monitoring and alerting using enterprise grade systems management platforms 
  • Adhering to cybersecurity best practices,  redesign and deploy firewall group policies to servers and endpoint devices to improve network segmentation and strengthen overall network security.  
  • Planning the upgrade and/or migration of Windows servers running both IIS and SQL to the latest version of Windows and SQL server, leveraging scripting via powershell, including coordination and communication with internal, inter-departmental, and external stakeholders. 
  • Design, implementation, testing, and documentation of business continuity and disaster recovery strategies and technologies to ensure organizational alignment with the city's recovery point and recovery time objectives.

THE IDEAL CANDIDATE:

Experience designing and implementing IT systems (network design & systems architecture);

Experience establishing and maintaining comprehensive security measures, maintaining IT infrastructure, and SQL administration, VMware and AD management; and 

Strong technical problem-solving skills.

Examples of Duties and Responsibilities

Essential Duties:
The following duties are considered essential for this job classification:

  • Design, plan, integrate, test, implement, and enhance citywide software applications, hardware, network and telephony systems 
  • Configure, install, and maintain all citywide hardware and software; identify the need for upgrades, updates, enhancements and fixes for core systems and related components 
  • Analyze and evaluate current system software and hardware to ensure smooth integration of new components in relation to the enterprise system and network. 
  • Optimize and re-design existing LAN/WAN network and telecommunication systems infrastructure; analyze data; recommend enhancements; recommend, configure and install equipment replacements as needed 
  • Monitor and maintain LAN/WAN and wireless network security systems; including camera and surveillance systems; establish and enforce polices; define and monitor access 
  • Design, plan, install, monitor and maintain citywide VOIP telephony system; perform add, change and repairs 
  • Perform troubleshooting analysis of citywide datacenter infrastructure; including database and web servers, networks (LAN/WAN and wireless), software applications, telephony, SAN, virtualization and security systems to resolve operational issues and restore services 
  • Manage, monitor and maintain all citywide development, test, and production servers; including backups and restores, system monitoring, upgrades and permissions 
  • Provide Tier 3 level technical support, including researching issues, answering technical questions and assisting third party vendors and City employees on technical issues 
  • Identify and test new technologies, including hardware, software and cloud-based services, ensuring compatibility with existing technology 
  • Document procedures and troubleshooting techniques related to systems/networks software and hardware
     

 

Required Qualifications

Knowledge of:
Principles of current trends in information technology design and implementation in a large datacenter environment; implementation of Windows based servers in physical and virtualized environments; LAN/WAN networking design, management, security and operations; advanced principles and practices of protocols such as TCP/IP routing, VLAN's, network services and methods and techniques of installing and maintaining switches, routers and firewalls; principles and practices of VOIP system design, management and operations; principles and practices disaster recovery, capacity management, performance monitoring, backup and recovery methods, user account and security administration, email configuration and management, data storage management, database maintenance and administration, PowerShell and scripting.
 
Ability to:
Plan, design, research, organize, implement, and manage information technology projects; analyze and assess the business needs of system users; analyze, identify, troubleshoot, and resolve system problems; evaluate alternatives and determine proper courses of action; develop and maintain documentation; resolve conflicts appropriately; handle many tasks simultaneously and prioritize work under time pressure; pay attention to detail; listen and communicate effectively both orally and in writing; prepare clear, concise and comprehensive written documentation, reports and correspondence; communicate technical concepts to non-technical personnel; establish and maintain positive and effective working relationships with those contacted in the course of work; maintain confidentiality of information; and work scheduled standby shifts.

Experience and Education:
Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:
Experience - Sufficient years of experience involving design, installation, support, and maintenance of systems, network, VOIP, virtual servers and/or storage administration to obtain the knowledge and abilities listed above.
Education - Academic course work or formal training in computer science, information systems, network systems or a closely related field. Extensive, directly related experience may substitute for formal education.

License and/or Certificate:
The use of a personal vehicle and/or City automobile is required to travel to sites throughout the City to deliver, install, and maintain equipment on short notice. In order to operate a vehicle, individuals must be capable of operating the vehicles safely and possess a valid Class C California motor vehicle operator's license.

Technical certifications in hardware and software, networking technology, telephony, security, and server operating systems are highly desirable.

Additional Information

Selection Process:
Applicants possessing the MOST DESIRABLE qualifications based on a screening of the application materials and supplemental questionnaire will be invited to continue in a selection process that may consist solely of an application screening, or may include an oral appraisal interview, assessment center, or another activity selected by the Human Resources Department. An eligible list will be established as a result of this selection process and may be used to fill future vacancies.

Working Conditions and Physical Job Requirements:
Work is primarily performed indoors in an office environment. Incumbents drive to and from office buildings and other sites to install and maintain equipment. When responding to questions or requests for information from users and vendors, incumbents communicate orally face-to-face and using the telephone, and in writing using a keyboard. When working in the office, incumbents sit for several hours at a time using a keyboard and video display.  Operation of computer equipment requires continuous or repetitive arm/hand movements. When installing equipment and/or making equipment repairs, incumbents use common hand tools such as a screwdriver, wire cutters, cable punch, pliers, and specialized tools such as network testers. Incumbents discriminate among and match colors when installing cables and when adjusting colors on monitors, and stand, bend, squat, climb, kneel and twist repeatedly and continually over time when performing installation or repair of equipment.  Equipment installation also involves climbing ladders to access wires; working with arms above shoulder level; grasping, pushing, pulling and fine manipulation; and performing installation work in small, cramped, noisy closets, under desks, behind cabinets and while sitting on the floor, where dust and insects are often present.
 
Incumbents refer to written and graphic instructions to determine equipment or wiring connection or placement. They lift and move servers and other equipment weighing up to 25 pounds short and long distances without assistance and may move equipment up to 75 pounds short and long distances with assistance. Incumbents may be expected to provide service during off hours, evenings, weekends and holidays.
