This position supports the California Department of Public Health’s (CDPH) mission and strategic plan by serving as the lead technical subject matter expert for projects related to the development and implementation of high-level operational strategies and systems to support public health capacity, flexibility, and integration. The position includes analysis of public health funding streams to further public health priorities, department-wide coordination to implement initiatives, the development of grant proposals, strategies and operational systems.
Under the general direction of the Section Manager for the Grants Management and Development Section of the Office of Policy and Planning (OPP), Deputy Director of the Fusion Center, the Staff Services Manager I (Specialist) serves as the Program and Operations Integration Strategist (POIS) for the California Department of Public Health (CDPH). The POIS is independently responsible for leading Department- wide activities related to innovative administrative and programmatic operational alignment as it relates to public health financing. The POIS will make recommendations to leadership on highly complex, critical, and sensitive administrative, governmental, and programmatic operations with multi- departmental or statewide impact.
This position is headquartered in Downtown Sacramento and may be eligible for telework under CDPH's telework policy. Employees are required to report to their headquarters office, as needed. Travel expenses to and from the assigned headquarters are the responsibility of the employee.

In July 2025, the State of California implemented the Personal Leave Program (PLP) 2025. This program temporarily reduces employees’ monthly base pay in exchange for paid leave credits. This position is subject to PLP 2025 and will have a monthly base pay reduction of 3% in exchange for 5 hours of leave credits through June 2027. The salary ranges shown on this job posting do not reflect the salary reduction.
