Roads, Aggregate Director

JOB SUMMARY:

 

Under the general supervision of the Tribal Chairman, the Hoopa Roads, Aggregate and Ready-Mix Director is responsible for the overall management and operations of the HVT Roads, Aggregate and Ready-Mix Department, including the aggregate plant, ready-mix production, and transportation activities. This position oversees a large, diverse staff that include administrative personnel, equipment operators, truck drivers, and mechanics. The incumbent is responsible for overseeing the maintenance, repair, and overall condition of all Tribal roads, ensuring safe travel for vehicles, employees and the public. The Director is accountable for developing and managing the department budget, coordinating with other Tribal departments, and maintaining the sustainability of the department’s infrastructure and equipment. 

 

 

DUTIES AND RESPONSIBILITIES:

 

  1. Oversee the daily operations of the Roads, Aggregate, and Ready-Mix Department, including personnel, production scheduling, material sales, and equipment utilization.
  2. Manage and direct the activities of all department personnel. Coordinates, prioritizes, and assigns tasks and projects; monitors and reviews work progress and performance; provides guidance and training as needed. Administers disciplinary action when necessary, in accordance with Title 30.
  3. Promote a safe and productive work environment; conducting regular safety meetings and inspections.
  4. Monitor and maintain inventory of raw materials and supplies; ensuring inventory is adequate and up to date.
  5. Develops, manages, and monitors the department budget, ensuring fiscal responsibility, compliance with Tribal policies, and accurate, up to date financial records.
  6. Oversee and manage the maintenance and repairs of all Tribal roads; ensure road conditions meet safety standards.
  7. Ensures proper maintenance and upkeep of all department equipment and assets occurs on a regular basis.
  8. Identifies capital contract project needs and capital equipment needs, and oversees acquisition and construction programs and projects.
  9. Prepare and submit reports on departmental operations, performance, and goals to the Tribal Chairman and Council, as requested.
  10. Represent the department at Tribal meetings, community events, and interagency discussions, as needed.
  11. Ensures that all codes and regulations are met in assigned projects.
  12. Schedules projects; provides technical oversight, inspects work in progress and ensures that all work complies with contract specifications and applicable codes and standards.
  13. Directs the maintenance of accurate records and files; prepares a variety of periodic and special reports or correspondence.
  14. Monitors developments in equipment, materials, and techniques in the engineering design and construction field; gathers information and develops alternatives.
  15. Assess the long-term operational needs, develop strategic plans, and implement strategies that focus on improved efficiency and continuous improvement of personnel, techniques, and equipment.
  16. Leads the development and implementation of a comprehensive sustainability plan that supports the department growth, operations, and fiscal responsibility. 
  17. Contributes to the efficiency and effectiveness of the department’s service to it’s customers by offering suggestions, directing or participating as an active member of the team.
  18. Represents the Tribe with dignity, integrity, and collaborative mindset in all interactions with staff and the public.
  19. Engage in business development efforts to expand customer base of the Aggregate and Ready-Mix divisions and capitalize on new business opportunities.
  20. Develop sales and marketing plans to expand public awareness of the Aggregate and Ready-Mix divisions. 
  21. Coordinate with the Tribe’s economic development entity, Denoto Holding Corporation, on targeted economic development opportunities.

 

SUPERVISORY RESPONSIBILITIES:

 

The Roads, Aggregate and Ready-Mix Director shall have supervisory authority over all department personnel; monitors and reviews work progress and performance; provides guidance and training as needed. Administers disciplinary actions, when necessary, in accordance with Title 30.

 

QUALIFICATIONS:

 

  • Strong leadership and management skills, with the ability to motivate and inspire staff at all levels.
  • Knowledge of principles, practices, and techniques of road construction, maintenance, and repair, including but not limited to grading, drainage, and paving.
  • Knowledge of/prior experience in aggregate and ready-mix production operations, including crushing, screening, batching, and quality control.
  • Experience with heavy equipment operation and maintenance; including loaders, dozers, graders, haul trucks and batching equipment. 
  • Proven ability in budget administration and financial reporting. 
  • Knowledge of project management and contract administration for public works, infrastructure, and construction projects.
  • Excellent verbal and written communication skills.
  • Ability to function well in a high-paced and at times, stressful environment.
  • Proficient with Microsoft Office Suite or related software.
  • Proficient with Quickbooks or other related financial software.

 

EDUCATION AND EXPERIENCE: 

 

  • Bachelor’s degree in civil engineering, Construction Management, Business Administration, or a related field, AND; three (3) years prior experience working in road construction, aggregate production, or ready-mix operations; OR, Master’s degree from an accredited university AND four(4) years experience in a similar position.
  • With at least three (3) years experience in a management or supervisory role, with oversight of similar projects.
  • Experience working with Tribal governments, or organizations, is preferred.
  • Valid Commercial Driver’s License or ability to obtain within one year of employment, is preferred.
  • Valid California Driver’s License, is required.
  • California General Engineering Contractor License (Class A), is preferred.
  • Mine Safety and Health Administration MSHA Certification.

  4. Must possess a valid California Driver's License and be insurable under the Tribes Motor Vehicle Policy during term of employment.
  5. Reasoning Ability: Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret an extensive variety of technical instructions in written, oral, mathematical, diagram or schedule form and deal with several abstract and concrete variables.

The atmosphere is professional. There is a strong emphasis on clear, respectful, and concise communication; we promote focus and concentration; while there is a lot of individual work, there is also a strong focus on collaboration. Although this position may require long office hours, the Tribe encourages a good work-life balance. Office based, with frequent meetings and engagements. Some travel required.
  7. Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information to Tribal Council, managers, staff and/or the Tribal membership, and respond to questions from groups of managers, customers, and the public.
  8. Mathematical Skills: Must have the ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  9. Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee must be able to stoop, bend, balance, kneel, reach, sit, and walk on rough terrain. The incumbent must be able to lift carry and hold materials, tools and supplies; with the ability to pick up to 100 pounds, and consistently pick up to 50 pounds. Must be able to work at heights around hazardous plant equipment; climb ladders, extended stairways, and be physically capable to access all areas of the plant. This position requires the incumbent to have good hearing and vision.
