DBE Manager

Louisiana Bridge Builders (“LBB”) is designing and building the new I-10 Calcasieu River Bridge in Lake Charles, Louisiana (USA) for the Louisiana Department of Transportation and Development (LADOTD). LBB will also be responsible for the reconstruction of interstate highway, various structures, ramps, and approaches for a 5.5-mile stretch between I-210 West End and Ryan Street.

POSITION PURPOSE/SUMMARY 

 

The Disadvantaged Business Enterprise (“DBE”) Manager is responsible for the full self-performed administration, management, and oversight of the companies DBE while ensuring the Company maintains compliance with all federal, state, and local DBE requirements and supports the procurement, project teams, and executive leadership in meeting DBE participation goals.

This position is based in Lake Charles, LA.  

PRIMARY DUTIES & RESPONSIBILITIES 

 

  1. Manages and oversees all components of the DBE compliance program without support staff.
  2. Prepares all required DBE-related reports and submits them to the appropriate state and/or federal agency.
  3. Coordinates directly with the Procurement Manager to establish DBE strategies for bids, proposals, and awarded contracts.
  4. Reviews, analyzes, and resolves post-award DBE compliance issues and recommends corrective action. 
  5. Works with DBE consultant to resolve contractual DBE compliance issues as needed.
  6. Prepare and present presentations pertaining to DBE informational sessions. 
  7. Collects and organizing subcontractor and supplier documentation to support DBE goal attainment and reporting.
  8. Coordinates outreach activities by preparing event materials, scheduling meetings, and maintaining a database of DBE firms.
  9. Monitors contract milestones and DBE participation thresholds, flagging any discrepancies or shortfalls to the DBE Manager for review.
  10. Drafts preliminary DBE compliance summaries, status reports, and correspondence for review and approval by the DBE Manager.
  11. Maintains organized records of DBE certifications, correspondence, and compliance actions in accordance with company and agency audit requirements.
  12. Prepares responses to agency audits or data requests by compiling relevant documentation.
  13. Attends internal coordination meetings to gather data for DBE tracking purposes.
  14. Updates internal DBE tracking systems and ensures data accuracy.
  15. Hire, motivate, and lead a high-performing team through coaching, top-tier talent retention, and directed recruiting efforts.
  16. Supervises team, including training, providing work direction, problem-solving assistance, reviewing performance, recommending salary increases, promotions, transfers, demotions, and terminations. 
  17. Performing all other duties and responsibilities as assigned.
