We are seeking a visionary Talent Acquisition Manager who exemplifies strategic leadership, structured management, and organizational excellence. The ideal candidate will possess an understanding of public safety hiring, demonstrate a strong commitment to delivering an exceptional candidate experience, and effectively lead and develop a high-performing team while managing complex, cross-functional recruitment initiatives.
This position provides subject matter expertise and guidance for all agency talent acquisition activities. Develops recruitment strategy and ensures that all recruitment and selection activities are aligned with agency mission, vision, and strategic framework. The selected candidate will supervise a team of skilled talent acquisition consultants, develop and advise on state and agency hiring policies. Works collaboratively with the Background Investigations Unit, Classification/ Compensation Manager, and HR Consultants to provide consultative guidance to agency management during the recruitment process.
Minimum Qualifications
Comprehensive knowledge of Commonwealth of Virginia Department of Human Resource Management (DHRM) employment practices, guidelines and regulations.
Knowledge of general state and federal laws and best practices related to employment and onboarding.
Mastery of end-to-end recruitment strategies, including agency branding and outreach recruitment.
Experience facilitating workforce related issues and competencies effectively collaborating and communicating with a culturally diverse workforce, both orally and in writing.
Proficiency in leveraging Applicant Tracking Systems (PageUp), recruitment analytic platforms and HR tools.
Analytical skills to monitor key performance indicators, ensuring compliance and effective handling of recruitment practices (including streamlining time-to-fill process, proper interview techniques, training to ensure appropriate interview panels and overall employment compliance).
Ability to implement innovative strategies and current human resource trends in employment practices essential.
Ability to serve as a conduit between talent acquisition and the lifecycle of the recruitment process, along with effectively onboarding practices, working closely with Human Resource Directors and impacted customers.
