This position serves as the Business Analyst/Scrum Master performing complex professional and advisory functions in Application Services for the Department of Innovation & Technology (DoIT).
In this role you will serve as the Scrum Master for a .NET software development team promoting Agile principles and Scrum practices, fostering growth in business analysis and Agile practices while supporting successful sprint planning and backlog refinement sessions.
In addition, you will serve as a project coordinator for large scale requests and keep abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.

Essential Functions
- Under administrative direction, serves as the Business Analyst/Scrum Master for the Department of Innovation & Technology (DoIT) performing complex professional and advisory functions in Application Services for the Enterprise Application Services division.
- Serves as the Scrum Master for a .NET software development team promoting Agile principles and Scrum practices, fostering growth in business analysis and Agile practices while supporting successful sprint planning and backlog refinement sessions.
- Serves as a project coordinator for large scale requests coordinating project activities by reviewing requests, managing documentation and planning, assigning tasks, monitoring complex and time-sensitive schedules, tracking testing reviews, and planning and facilitating all training for unit staff.
- Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
- Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Preferred Qualifications
- Three (3) years of professional experience working as a Business Analyst on software development projects, including gathering requirements, documenting use cases and process flows, and translating them into actionable user stories with industry-standard acceptance criteria.
- Three (3) years of professional experience serving as a Scrum Master for a software development team, leading Agile events, promoting Scrum principles, and guiding iterative delivery of high-quality software solutions
- Three (3) years of professional experience customizing and managing Azure DevOps environments, including building and maintaining boards, Teams Columns, Swimlanes, Sprints, Releases, CI/CD pipelines, Branching strategies, and ensuring compliance with accessibility and security standards.
- Three (3) years of professional experience developing and maintaining Detailed Functional Design Documents (DFDDs), writing software deployment release notes, and creating supporting project documentation for large-scale initiatives.
- Three (3) years of experience managing projects or coordinating technical initiatives, including task assignment, schedule tracking, and stakeholder engagement across technical teams, business users, and executive leadership to ensure alignment and timely delivery.
- One (1) year of professional experience working in a government agency, specifically as a BA/Tech Writer supporting application modernization or cloud migration initiatives.
- Three (3) years of professional experience in conducting Organization Change Management activities, including stakeholder engagement, communication planning, and staff training coordination.
- Working knowledge of Microsoft Office Suite including PowerPoint (for stakeholder presentations and project kickoffs), Excel (for tracking), Word (for documentation), SharePoint, OneNote, Power BI, and JIRA.
- Certification as a Professional Scrum Master (PSM).
