United States Virgin Islands Division of Personnel Procurement Intern

UNITED STATES VIRGIN ISLANDS PROCUREMENT INTERN

 DEFINITION Under the program administration of the Department of Property & Procurement and the National Association of State Procurement (NASPO), the Procurement Intern is a part of a six (6) week program. 

A Procurement Intern plays a crucial role in supporting the procurement or purchasing department of an organization. The Procurement Intern will provide assistance with various tasks related to the acquisition of goods and services for the organization. This internship is designed to provide valuable hands-on experience in procurement processes and supplier management with relevant and competitive training and development. 

During the course of the program, the intern will work as part of a team to complete the division’s digitization efforts. As part of this project, the intern will learn the eProcurement system and function as an assistant to the System Administrator. While working on this project, the intern will learn different solicitation types and the documents associated with each. The intern will also become familiar with various contract types and how to prepare each. As a NASPO intern, the selected participant will be registered for student membership and gain access to Procurement University, gaining valuable skills that will aid in their success. 

Pursuant to T3;451a.5, this classification is for persons employed for less than one year in a professional, scientific or other capacity on temporary projects, inquiries, investigations or examinations. It is an entry-level position, designed to provide practical experience and exposure to the procurement process. Upon successful completion of the program, the Procurement Intern will have an opportunity to seek full- time employment within an agency. 

DUTIES (NOT ALL INCLUSIVE) 

Provides support to agency staff to fill critical gaps and complete priority assignments. 

Coordinates, supports, and/or manages special projects as instructed.

 Supports agencies with planning and executing analytical and strategic projects. 

Provides assistance with the preparation and maintenance of procurement documentation, including purchase orders, contracts, and vendor agreements. 

Communicates with suppliers to gather information, request quotes, and follow up on order status and deliveries. 

Provides assistance with procurement activities to ensure compliance with relevant laws, regulations, and organizational policies.

 Provides general administrative support to the procurement team as needed, including filing, organizing documents, and scheduling meetings. 

Conducts research and generates ideas and recommendations on topics of interest. 

Assists with the identification and documentation of best practices within agencies. 

Identifies and conducts a business challenge project that addresses a critical issue within the government. 

Performs other related duties as assigned. 

FACTOR 1- KNOWLEDGE REQUIRED BY THE POSITION

 Knowledge and principles of office procedures and practices as they apply to government operations. 

Knowledge of computer applications. 

Skill in problem-solving and critical thinking. 

Skill in research, analytics, planning and organization.

 Ability to effectively use Microsoft Office Suite (Word, Excel, PowerPoint, Access, Visio, and Outlook) with high proficiency in MS Word, Excel, and PowerPoint. 

Ability to speak and write clearly and concisely. Ability to work independently and interpersonally in teams. 

FACTOR 2- SUPERVISORY CONTROLS 

Work is performed under the Division of Procurement with day-to-day supervision from the Deputy Commissioner of Procurement and the Chief of Procurement and Contracts. The intern is expected to meet deadlines, work well in a team environment and work well under pressure. Work is reviewed upon completion.

 FACTOR 3- GUIDELINES Guidelines include general standards and directives, as established within the industry. 

FACTOR 4- COMPLEXITY The intern will be assigned a wide range of projects in support of the agency fulfilling its mandate. He/she is expected to exercise judgment and independence within the major duty areas. 

FACTOR 5- SCOPE AND EFFECT The purpose of the work is to complete challenging assignments within the Procurement Division for six (6) weeks. 

FACTOR 6- PERSONAL CONTACTS Contacts are vendors, supervisor(s), employees of government and other administrative officials within and outside of the organization.

 FACTOR 7- PURPOSE OF CONTACTS Contacts are made to obtain or supply information for the successful completion of assigned tasks.

 FACTOR 8- PHYSICAL DEMANDS Work is sedentary in nature but includes some walking, standing, climbing, bending, and carrying of light objects more applicable tothe day-to-day operations of the department.

 FACTOR 9- WORK ENVIRONMENT Work is performed in a professional office setting and may occasionally handle absentee or replacement work on short notice. 

MINIMUM QUALIFICATIONS Enrollment as a junior or senior level college student, with a minimum of sixty college credits completed, at a four-year accredited college or university, pursuing majors in Supply Chain Management, Logistics, Law, Business, Public Administration, or Information Technology
