This position plays a vital role in supporting the success of the Region. 

As the Regional Operations Manager, you’ll oversee facility management and business operations, serve as a key advisor to the Regional Director, and provide multidisciplinary expertise across regional functions. 

You’ll lead the Customer Service and Administrative Team, manage complex operating and facility budgets, and ensure the continuity of essential administrative, safety, and emergency preparedness functions. 

In this role, you’ll also represent the agency on committees and workgroups, help drive high-profile initiatives, and foster a workplace culture that values collaboration, diversity, and inclusion.


What to Expect-
Among the varied range of responsibilities held within this role, the Regional Operations Manager will,

Regional Facility Oversight and Business Operations Management:

  • Manage the day-to-day operations of regional administrative facilities to ensure their operational readiness.
  • Oversee the overall management and operations of the regional headquarters facility and supporting operations at other regional properties. 
  • Serve as the project manager for regional facility short- and long-term project objectives, responsible for the entire project management lifecycle. 
  • Ensure efficient space utilization and adherence to modern work environment standards, coordinating access to office resources essential for employee productivity.
  • Represent the region at the enterprise level with delegated authority to develop, oversee, and manage operational, administrative, and facility budgets.
  • Lead project planning, budgeting, and contract management for regional facility maintenance, permitting, construction, engineering, and security services.
  • Manage financial controls, including cash handling, petty cash reconciliation, and licensing account audits.
  • Serve as the expert on the implementation of the Department’s Continuity of Operations Plan (COOP).
  • Establish facility security measures, responds to incidents, conducts and or facilitates investigations, and implements mitigation measures in coordination with the Regional Director to reduce future occurrences. 
  • Oversee facility security including building access and is the primary contact to respond to facility emergencies, security, and fire alarms 24/7.
  • Collect and examine data to find areas to improve services, reduce expenses and increase efficiencies.
  • Provide guidance, influence, and direction related to standard operating procedures and policies.

Primary Assistant and Advisor to the Regional Director:

  • Support the Regional Director with administrative office duties and help prepare regional budget to inform agency wide decision making with consideration to the legislative budget. 
  • Provide leadership and build relationships to support key agency policies and initiatives while promoting a diverse and inclusive work force.
  • Conduct research, analyze data, and provide regional insights on complex issues to enhance cross-program coordination, communication, and organizational change.  
  • Manage confidential information, coordinate critical logistic, and oversee time-sensitive scheduling. 
  • Ensure that external communications adhere to established agency policies.

Leadership, Supervision, and Performance Management:

  • Supervise and provide leadership, coaching, and performance management to a team of regional customer service specialists, administrative, and office support staff.
  • Oversee recruitment, onboarding, mentorship, and professional development.
  • Analyze, develop, and implement region-specific process improvements to ensure efficient and high-quality service delivery. 
  • Provide consultation and recommend changes to agency practices to mitigate risks and improve communication with the public.
  • Establish team goals and objectives, develop implementation strategies, and develop performance standards to ensure both individual and cross-program success.

Representation and Collaboration:

  • Serve as the regional liaison to agency committees, workgroups, and multidisciplinary teams to advance agency initiatives, resolve issues, and align operational priorities.
  • Present findings, analyses, and recommendations to executive management.
  • Represent the region in matters related to the COOP, emergency response, and disaster management.

 

WORKING CONDITIONS:

Work Setting, including hazards:

  • The duty station for this position is at the regional headquarters.
  • Remote/ telework options may be available.
  • This position performs a variety of complex, stand alone, time sensitive duties that affect all regional programs and staff.
  • Must be flexible, and able to facilitate cooperation and motivate team members to accomplish goals.
  • Typical work frequently requires the use of initiative and independent judgement.


Schedule:

Typically, Monday through Friday, 8:00 am to 5:00 pm. A varied schedule may be required due to workload demand and responding to emergencies.


Travel Requirements:

Occasional travel required.


Customer Interactions:

This position works collaboratively with the Director’s Office, the Regional Program Managers and Enforcement Captain and their respective staffs, to ensure cross-program coordination and communication related to agency business practices.  Additionally, this position interacts with the public, stakeholders, local governments, and co-managers.

 

QUALIFICATIONS:

Required Qualifications: 

Option 1:

  • One (1) year of professional experience as an Administrative Assistant 4.


Option 2:

  • Four (4) years of professional experience in public administration, business operations or equivalent.


Option 3: 

  • A Bachelor’s degree involving major study in public administration, business operations or closely allied field.

       AND

  • Two (2) years of professional experience in public administration, business operations or equivalent.


Option 4: 

  • A technical degree, vocational education, or an associate’s degree involving major study in public administration, business operations or closely allied field.

       AND

  • Three (3) years of professional experience in public administration, business operations or equivalent.

 

Preferred Qualifications:
In addition to the required qualifications, our ideal applicant will possess some or all the following:

  • A Bachelor’s degree involving major study in public administration, business operations or closely allied field.

Experience:

  • Experience and/or familiarity with state government and state agency operations.
  • Experience drafting, editing, and finalizing professional correspondence.
  • Experience in budget and facilities management, and project management.
  • Supervisory/management experience.

Licenses and Certifications:

  • Valid driver’s license.

Skills and Abilities:

  • Strong communication and interpersonal skills.
  • Team leadership for multidisciplinary project teams.
  • Critical thinking, complex analysis, and problem-solving skills.
