Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board’s Division of Drinking Water has an opening for a Research Data Manager in the Quality Assurance Section to support all things data. The position is located at 1001 I Street, 17th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation.

Under the supervision of the Supervisory Water Resource Control Engineer, the incumbent will be responsible for supporting data governance, quality assurance, and planning processes required to effectively manage and analyze the Division of Drinking Water’s data assets. The incumbent will be responsible for supporting overhauling and streamlining data management. Travel may be required to attend and/or conduct meetings, presentations, and other types of in-person professional events requiring participation by the Research Data Manager. 

 

Duties: 

The Research Data Manager is responsible for providing leadership of the Division of Drinking Water’s (Division) Data Enterprise Unit (Unit), which is tasked with performing complex and varied research and data analysis duties. The Research Data Manager is expected to work independently and in coordination with the Quality Assurance Section Supervising Water Resource Control Engineer and other State Water Resources Control Board staff. The Research Data Manager is expected to value and commit to fostering diversity which includes working with and providing services to a variety of backgrounds, cultures, personal experiences, and unique ideas that inspire and innovate solutions to further the Division’s mission. The Research Data Manager is responsible for managing the Data Enterprise Unit with a focus on implementation of complex and varied data collection, management, and analysis duties in accordance with the needs of the Safe Drinking Water Act and the Division to ensure that drinking water data is useful, accessible, and collected in a way that ensures the highest quality data possible. This includes, but is not limited to, modernizing drinking water data collection, management, and analysis processes to support both the Safe Drinking Water Act and water shutoff requirements.
