Air Pollution Specialist
The Climate Change Reporting Section (CCRS) in the Program Planning and Management Branch (PPMB) is seeking a highly motivated Air Pollution Specialist (APS) to serve as the primary database specialist for the Mandatory Greenhouse Gas (GHG) Reporting Program. The APS will play a key role in maintaining the program’s data systems to ensure the accuracy, usability, and integrity of reported emissions data. CCRS is responsible for collecting complete and accurate data necessary for the implementation of CARB’s Cap-and-Invest Program, the Statewide GHG Inventory, and other climate change programs. The section also leads ongoing improvements to reporting and verification procedures, guidance materials, and the Cal-eGGRT web-based reporting tool. The ideal candidate will have experience with data analysis, database management, GHG emissions reporting and verification, and is someone who is passionate about doing important work to support California's climate goals.
Under the direction of the Air Resources Supervisor I, the APS will serve as the primary database specialist for the Mandatory Greenhouse Gas Reporting Program. The APS will be responsible for maintaining the program’s database to ensure its reliability, usability, and alignment with regulatory and programmatic needs. This includes extracting and analyzing data from the Cal-eGGRT system to support the Cap-and-Invest Program, the Cost of Implementation Fee Program, and the Statewide GHG Inventory. The APS will develop custom queries, conduct complex data analyses, and maintain the internal MS Access database to support internal staff and program objectives. The position also involves collaborating with IT staff in the CARB Office of Information Security (OIS) as well as external consultants to enhance the Cal-eGGRT online reporting tool, troubleshoot technical issues, and maintain data integrity. Additionally, the APS will provide training and technical support to staff on database tools and data analysis methods.
The position requires close interaction, coordination, and teamwork with internal staff and management, and external stakeholders, including external contractors, GHG emissions experts, verifiers, and representatives from industry, government, environmental, and community organizations. The incumbent will be expected to communicate clearly and concisely through technical reports, memos, letters, summaries, oral presentations, and training sessions for CARB management, verifiers, regulated entities, and the general public. Some limited travel may be required for verification auditing and training.
