Enforcement Air Pollution Specialist

This position can be located in Sacramento or Riverside County.

The Enforcement Division’s (ED) Diesel Programs Enforcement Branch (DPEB) is seeking a highly qualified and motivated Air Pollution Specialist (APS) in the Data Operations Section (DOS). DOS develops data-driven enforcement processes, tracking tools, and reporting systems that enhance the efficiency and transparency of CARB's enforcement programs. DOS develops, deploys, and maintains the Remote Emission Monitoring and Enforcement System (REMES), the Enforcement Data Visualization System (EDSS), and provides operational, technical, and enforcement support for the use of Remote Emissions Monitoring Devices. The section develops and maintains a division-wide data warehouse for streamlined reporting, as well as dashboards to share data both within CARB and publicly on the CARB website. The programmatic responsibilities of DOS will evolve over time as current programs mature and new programs are implemented.
 

Under the direction of the Air Resources Supervisor I for DOS, the APS will perform data analysis and database management, as well as create data-driven dashboards with Tableau and maintain/create processes using Microsoft's suite of Power Platform tools. This APS will be responsible for developing methods and algorithms to analyze large datasets and present results in clear, concise reports to support enforcement decision making. The APS will work as part of our 5-person data team to manage the division's data warehouse using dbt, Snowflake, VS Code and Github for version control.

The APS will collaborate with a wide range of internal and external stake holders, including scientists, engineers, attorneys, industry representatives and environmental organizations. The APS may also support other teams in the Diesel Programs Enforcement Branch and contribute to special projects as needed. 

Statewide travel will be required 10% of the time with occasional overnight travel via state vehicle.

Working Conditions

This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resources Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required. 

The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the position under Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement. 

Effective July 1, 2025, the California Department of Human Resources (CalHR) implemented the Personal Leave Program 2025 (PLP 2025). PLP 2025 directs that each employee shall receive a 3 percent reduction in pay in exchange for 5 hours PLP 2025 leave credits, monthly. The salary range(s) included in the job advertisement do not reflect the 3 percent reduction in pay.
