JOB SUMMARY: Oversee the operation of multiple divisions within the Clerk's Office; assist the Chief Deputy and Chief Administrator in implementing programs and achieving goals at the departmental level.
ESSENTIAL JOB FUNCTIONS:
* Identifies divisional training needs and selects employees to be scheduled for training within the department and for County-wide training.
* Develops divisional policies and mission statements; communicates this information to divisional staff.
* Discusses employee problems, disagreements, and areas of difficulty in an effort to resolve problems.
* Represents the Circuit County Clerk's Office at meetings with various outside agencies.
* Works with division supervisors to monitor and oversee the operation of multiple divisions within the Circuit County Clerk's Office.
* Works with the Chief Deputy and Chief Administrator to implement programs and achieve goals at the divisional level.
* Provides updates to Circuit County Clerk, Chief Deputy, and Chief Administrator on a regular basis concerning divisional activities, problems, and needs.
* Conducts performance evaluations for employees directly supervised, reviews evaluations for employees indirectly supervised.
* Interviews applicants for divisional job openings and makes hiring, promotional, and transfer recommendations.
* Recommends and carries out disciplinary action at the divisional level.
* During major elections, may provide supervisory support to Voter Registration Division.
SECONDARY DUTIES AND RESPONSIBILITIES:
* Perform any other related duties as required.
PERSONNEL SUPERVISED: Supervises and manages multiple departments through 3 to 5 supervisors who supervise 50+ employees who are engaged in diversified activities in the following departments: Court Clerks, Juvenile Court Clerks, Voter Registration, and Central Receiving.
WORKING CONDITIONS: Work is performed primarily in a smoking-restricted office environment but will require some duties outside the office.
MINIMUM QUALIFICATIONS:
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

+ Extensive knowledge of the responsibilities and services provided by the Circuit County Clerk's Office.
+ Extensive knowledge of the information flow and public access needs of the Circuit County Clerk's Office.
+ Considerable knowledge of administrative and management principles and practices.
+ Considerable knowledge of the laws and policies that govern the functions of the Circuit County Clerk's Office.
+ Ability to conduct research and analyze available data. Ability to supervise divisional supervisors.
+ Ability to write detailed policy, procedures, and correspondence.
+ Ability to prepare and present detailed narrative and informational reports, speeches, and presentations.
+ Ability to maintain discretion regarding privileged information.
+ Ability to attend work regularly and reliably.
+ Skill in the operation of a PC.
+ Skill in the use of Microsoft Word and Excel.
PHYSICAL REQUIREMENTS:

+ Digital dexterity is sufficient for the operation of a keyboard and mouse.
+ Ability to communicate effectively, both individually and in groups.
+ Visual acuity is sufficient for normal office activities, including the use of a PC.
EDUCATION AND EXPERIENCE:
Completion of a bachelor’s degree in Management, Public Administration, Business Management, or a related field; considerable work experience in business management, administrative support, or a related area; or any equivalent combination of education and training which provides the required skills, knowledge, and abilities.
