Operations & Maintenance Supervisor - Environmental Services Division

Purpose and Overview
This supervisory position oversees ESD staff accomplishing operations and maintenance tasks related to wastewater treatment.  Facilities operated and maintained include four wastewater treatment plants and 16 lift stations within the city.  Hands-on actions are necessary for training, immediate system need, and in the case of required specialized knowledge.  This position is based at the main wastewater treatment plant.

This position facilitates critical communication between Administration/Management and field staff and supports the integration of actions between operations and maintenance staff groups to ensure the coordination of both efforts. This position will interact and collaborate with ESD staff, engineering firms, construction firms, and firms providing parts, equipment, and supplies.

General Responsibilities

1.  Supervise Wastewater Treatment Operations and Maintenance crews, including assigning and inspecting work, providing and/or arranging training, and scheduling.  These supervisory duties extend to after  normal working hours and on weekends and holidays as needed.

2. Coordinate staff activities to safely accomplish work goals and avoid conflict between work actions.  Work goals for the staff supervised by this position include consistently meeting WDNR-specified WPDES discharge permit requirements, and maintaining the facilities and equipment needed to meet those requirements and any other related requirements of state or federal regulations, City policy, and ESD protocol.

3. Facilitate communication between City Administration/Management and staff to ensure City policy, ESD protocols/policy statements, and work instructions are followed. Provide staff answers to questions and feedback on their concerns, involving Management and Administration as needed. Investigate and resolve citizen complaints and problems.
4. Supervise work methods to ensure employee safety, site safety, and accomplishing safety training as needed.
5. Provide for the availability of supplies and materials for staff.  This includes specifying the keeping, storage, and ordering of tools, materials, supplies, and equipment parts.
6. Provide job understanding for reporting staff, including training, feedback, performance evaluations, and clear work instructions.
7.  Monitor and maintain electronic control/data gathering equipment and associated programming at the treatment plants, lift stations, and other locations in the field.  This includes Programmable Logic Controllers (PLCs),  Supervisory Control and Data Acquisition (SCADA) system-related radios, electronic sensor inputs to the PLCs and SCADA system, mechanical indicating devices, and related tools, software, and equipment.
8. Monitor and maintain system operation and performance, including treatment plants, lift stations, and other structures, especially during periods of high flow, temperature extremes, power outages, and other challenging conditions.
9. Assess crew performance.  Review work orders, operational logs, reports, and other records for accuracy and to determine the resolution for potential problems.  Evaluate the effectiveness of procedures in meeting work goals, modifying procedures as needed to ensure safety, effectiveness, and efficiency, in consultation with Management. Conduct staff performance evaluations in keeping with City policy.
10 Maintain records in a neat and organized manner and report on all facets of maintenance efforts.  Assembles and reports data to appropriate state and federal agencies, as required.
11. Perform other tasks as assigned.

Knowledge
1.  Thorough knowledge of modern wastewater treatment operations and maintenance and related engineering principles, practices, and techniques.
2. Thorough knowledge of state and federal requirements covering the proper operation and maintenance of wastewater treatment facilities.
3. Thorough knowledge of engineering principles and standard theories for wastewater treatment through the activated sludge process, chemical treatment, anaerobic digestion, and the use of associated equipment and interpretation of the effectiveness of results.
4. Working knowledge of the principles of water quality analysis and testing necessary for meeting state and federal water quality standards.
5. Working knowledge of computer software and applications used for asset management, budgeting, and for automation and control of the treatment process.
6. Some knowledge of modern sanitary, combined, and storm sewer operations and maintenance and related engineering principles, practices, and techniques.

Requirements/Special Requirements:

Qualifications

Education & Experience Requirements 

Any combination of training and experience which would provide the required knowledge and ability is qualifying. A typical way to obtain these knowledges and abilities would be:
 

1.   A bachelor's degree in engineering or related discipline.

2.  An associate's degree in industrial maintenance management, facilities maintenance management, or related discipline.

3.  Experience performing at a level equal to that of a Maintenance Supervisor, Maintenance Engineer, Superintendent, Manager, or comparable role.

Requires
1.   Must possess and maintain valid driver's license and insurance or be able to provide transportation as approved by the supervisor.
2.  Must pass post job offer medical exam for specified occupation, and pre-employment drug-screen.
3.  Must pass a 12-month probationary period to demonstrate the skills and abilities to perform the requirements of the position.
4.  Possession of Wastewater Treatment Plant Operator Certification for seven permitted subgrades (A1, B, C, D, L, P, and SS), within 36 months of the employment date.  Must maintain operator's certification as per Wisconsin Department of Natural Resources' regulations.
5.  Possession of Advanced Wastewater Treatment Plant Operator Certification for six permitted subgrades, (A1, B, C, D, L, and P) within 72 months of employment date and maintain the certificate as per Wisconsin Department of Natural Resources' regulations.
