Position Overview
The Illinois Department of Commerce & Economic Opportunity (DCEO) is seeking a Workforce Development Reporting and Performance Unit Manager for the Office of Employment and Training (OET). This role supports the performance, reporting, and evaluation of workforce development programs in the State of Illinois.
The Workforce Reporting and Performance Unit Manager is responsible for designing, implementing, and analyzing reporting and performance management strategies for the State’s workforce programs. The position oversees a team of Subject Matter Experts (SMEs) who provide technical assistance and support to meet the complex reporting and performance requirements of State and federally funded workforce programs.
Additionally, the Manager promotes continuous improvement in the workforce system by supporting the evaluation and analysis of program and grant outcomes. DCEO welcomes all interested and qualified applicants to apply and join a leadership team dedicated to building a strong workforce in Illinois.
Essential Functions
Manages the provision of performance and reporting standards for the Workforce Innovation and Opportunity Act (WIOA), Trade Adjustment Assistance (Trade), and other workforce grants through automated systems to ensure compliance with program regulations.
Supervises staff and provides leadership to ensure accountability and program effectiveness.
Oversees the evaluation of program impact and outcomes by collaborating with internal and external stakeholders to design evaluation frameworks, collect and analyze data, and provide strategic recommendations to improve program performance.
Analyzes performance standards and related policies for the Office of Employment and Training (OET).
Communicates performance standards and reporting requirements that directly affect divisional operations, existing policy, and any policy adjustments required for OET.
Performs other duties as required or assigned that are reasonably within the scope of the responsibilities outlined above.
Minimum Qualifications
Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in Business Administration.
Requires four (4) years of professional experience administering programs authorized by the Workforce Innovation and Opportunity Act (WIOA) or other federally funded workforce development programs.
Preferred Qualifications
Prefers four (4) years of experience in reporting and performance management functions under WIOA or other federally funded workforce development programs.
Prefers four (4) years of experience in the design, delivery, implementation, and analysis of reporting policies and procedures for workforce development programs.
Prefers three (3) years of experience in evaluation, research design, and statistical analysis, with a strong ability to analyze and interpret complex data and derive insights.
Prefers two (2) years of experience in the design, delivery, implementation, and analysis of performance management policies and procedures for state and local workforce grantees.
Prefers two (2) years of experience with project management related to technology tools supporting reporting and performance management of workforce programs.
Prefers intermediate-level proficiency in spreadsheet software, document creation, email systems, and cloud-based platforms.
Prefers two (2) years of experience developing and delivering public presentations in a variety of settings.
Conditions of Employment
Requires an appropriate, valid driver’s license.
Requires the ability to travel in the performance of duties, including overnight stays as appropriate.
Requires completion of a background check and self-disclosure of criminal history.
This position has been determined to meet the requirements of Section 4A-101 of the Illinois Governmental Ethics Act, requiring the employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State, which are available for public examination and copying. Employees required to file a Statement of Economic Interest must also file the Supplemental Statement of Economic Interest with the Executive Ethics Commission (see Executive Order 15-09).
