Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resources Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.

In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

 

The State Water Resources Control Board’s Division of Information Technology has an opening for an Information Technology Specialist II the IT Special Projects Branch. The position is located at 1001 I Street, 8th Floor, Sacramento, right in the heart of downtown next to light rail stations and other public transportation. 

Duties: 

Under the general direction of the Information Technology Manager II (ITM II) of the Special Projects Branch in the Division of Information Technology (DIT) and consistent with good customer service practice and the goals of the State and Regional Board’s Strategic Plan, the incumbent works independently on enterprise applications. The incumbent will provide services in IT domains, including Software Engineering, System Engineering, Information Security Engineering, Information Technology Project Management, and Business Technology Management. 

The incumbent acts as a lead Contract Manager/ Senior Project Manager providing expert-level contract and project management functions in support of the agency’s diverse enterprise technology needs including new technology initiatives related to special IT projects. The incumbent acts in a lead capacity and will manage multiple projects and support critical/complex projects. The incumbent will work cooperatively with stakeholders in Program and DIT to lead portfolio and project management planning, support business analysis activities, and coordinate project activities that require development of enterprise technology solutions.  

The IT Specialist II coordinates and controls all aspects of a variety of IT and non-IT statewide acquisitions through procurement planning, solicitation development, negotiation, award, and contract administration phases of both competitive and non-competitive processes, and may act in a lead role over lower-level staff to ensure compliance with applicable laws, new legislation, statutes, regulations and policies, utilizing Salesforce, custom web applications and other technologies.

Working Conditions

As an Information Technology Specialist II you will have the opportunity to: 

  • Independently manage and lead enterprise-wide projects, while applying industry standards, principles and guidelines, and methods, to ensure the assigned project team completes the project with the desired quality and planned schedule 
  • Collaborate with various business and technical teams 
  • Work with Oversight Agency colleagues and IV&V during the California Project Approval Lifecycle (PAL) for IT projects 
  • Manage projects throughout the entire project lifecycle: conceptualization, initiation, planning, executing, monitoring, controlling, and close out phases in adherence with the project scope, schedule, and budget 
  • Act as a lead and mentor to all the IT Project Managers, Contract Managers, and Business Analysts within the Enterprise Business Services Branch 
  • Provide leadership, guidance and assistance to project analysts.
