Salary Information - CalHR salary rules allow appointment at the entrance rate (Cal. Code Regs., tit. 2, § 599.673) of a classification. For classes with alternate ranges, placement is based on education/experience. Employees appointed to the Attorney or Water Resource Control Engineer classification will receive Recruitment Higher Above Minimum (HAM) rate in accordance with the approved Civil Service Pay Scales.
In addition, note: Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

The State Water Resources Control Board’s Division of Water Rights has an opening for an Associate Governmental Program Analyst in the Water Quality Certification Program. In this role, you will work closely with a team of professionals that are focused on ensuring the protection of water quality associated with the construction and operation of hydroelectric projects throughout California. The position is located at 1001 I Street, Sacramento, in the heart of downtown and conveniently accessible by light rail and other public transportation.
Duties:
Under direction of the Environmental Program Manager I in the Water Quality Certification Program (Program), and consistent with good customer service practices and the goals of the State and Regional Board's Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/ external customer input when completing work assignments.
The incumbent will be expected to act independently to assist with the Program under the direction of the Program Manager, which includes formulation of procedures, evaluation of alternatives, and making recommendations on administrative and program-related issues. The incumbent will coordinate with the Program Manager and Seniors to track the Program’s progress towards attaining performance metrics and goals and to help the Program Manager and Seniors ensure work deadlines are met. The incumbent will assist with a contract(s) that supports the Program in coordination with Seniors and staff. The incumbent will develop and maintain tools to ensure consistency and compliance with regulatory requirements and other commitments. The incumbent will serve as a resource to staff regarding web accessibility and the California Water Accounting, Tracking, and Reporting System (CalWatrs), including representing the Water Quality Certification Program’s needs, testing system improvements, developing staff resources, and reporting back to staff on new tools or changes to web accessibility guidance and CalWatrs. The incumbent will manage billing related to the Water Quality Certification Program’s work. The incumbent will also assist the Water Quality Certification Program in adhering to the records retention policy, developing admin records, and responding to public records act requests. The incumbent will be responsible for managing the webpages and public face of the Water Quality Certification Program, ensuring webpages are user friendly and up-to-date.
