Job Title:
DIRECTOR OF SPECIAL PROJECTS

Reports to:
Superintendent of Schools or Designee

Supervisory Responsibilities:
A district level administrative position under the direct supervision of the superintendent with a staff relationship to the building principals. Directive authority related to Multilingual Learner Program, Career and Technical Education Programs and District Testing.

Term of Employment:
12 months (from July 1 to June 30)

Salary Range:
$105,650 - $138,000

Job Goal:
Director of Special Projects is responsible for providing coordination and leadership for state and federal entitlement grant programs, as well as, Multilingual Learner and Career & Technical Education programs.  Director oversees the District’s state and federal accountability assessment and reporting activities.  Position functions as a member of the district management team performing any and all other related duties as assigned, serving as liaison and coordinator for a variety of areas and working cooperatively with staff, peers and county/state partners to ensure the implementation and legal compliance of curricular and instructional programs assigned.

Qualifications:
Education:
     • Master’s Degree in curriculum or administration required

Certification:
     • Be eligible for or have a NJ Certification of Eligibility or NJ Standard New Jersey Certification as a Principal or School Administrator

Experience:
At least five years in an administrative or supervisory position in a public school district
Excellent written and oral communication skills
Demonstrated experience working as a project leader and as part of a team.
Strong organizational skills; ability to prioritize work to meet multiple schedules and deadlines, and manage simultaneous tasks, with many interruptions;
Strong interpersonal skills; able to work under pressure while maintaining a positive and enthusiastic attitude.
Experience with computer spreadsheet, database or student information system, presentation and word processing programs.

Responsibilities:
Provides coordination and leadership for all Federal and state mandated programs and entitlement grants. This includes all titles in the Federal and mandates of the Every Student Succeeds Act (ESSA).
Directs and supervises the state and local testing programs in compliance with Federal and state regulation.
Directs, supervises, and reports on the Multilingual Learner Program, Immigrant count, Directs the Title I, Title II, Title III and Title IV programs.
Directs and supervises the approved Career & Technical Education (CTE) program and Perkins Grant program.
Provides data regarding home schooled students, migrant students, state facilities students, and other regular education out-of-district student programs. This includes acting as liaison to charter schools. Acts as district representative to the constituent curriculum committee and to the county Committee for School Improvement.
Works directly with data and special education supervisors in the preparation of the Application for State School Aid (ASSA).
Serves as district McKinney-Vento Liaison
Serves as District Educational Stability Liaison with the Department of Children and Families
Serves as Non-Public school liaison as it relates to consultation and expenditures   for Non-Public Aid: Textbook, Technology, Nursing Services, Security
Serve as District 504 Coordinator
Serve as District Anti-Bullying Coordinator
Serve as District Affirmative Action Officer, including coordinating Civil Right Data Collection and the annual report for the Comprehensive Equity Plan.
Serve as District Title IX coordinator
Work with guidance supervisors to report on graduation assessment requirements, graduation rate and graduation appeals
Directs and supervises the district Summer School programs
Work with building administration and Data Department for state discipline reporting in Student Safety Data System
Assist in the establishment of long range plans for programs under the director's charge.
Monitor and evaluate the assigned programs and their progress toward stated goals and objectives. Recommend assignment, reassignments and changes in program staffing and structure to the district
Assist the professional staff in the assigned programs, including in-service training programs where either mandated or appropriate.
• Make efficient use of the district resources in the management of the assigned programs; maintain appropriate fiscal records for program funds. These may include student records and equipment inventories.
Maintain liaison with external agencies, which have responsibilities for the programs assigned.
Develop and maintain the applications for and reporting of ESEA Title programs, bilingual/ML program state and district testing, and Perkins-funded programs
Carry out special projects as assigned by the Superintendent.
