Position Overview
The Illinois Department of Commerce & Economic Opportunity (DCEO) is seeking a Senior Foreign Direct Investment (FDI) Manager to drive transformative growth by attracting and managing foreign direct investments that create lasting economic impact for Illinois.

Essential Functions
Develops policies and strategies for foreign direct investment (FDI) programs in coordination with international trade offices.
Directs programs aimed at attracting foreign direct investment to Illinois.
Serves as a full-line supervisor, overseeing assigned staff.
Coordinates with the Office of Trade and Investment’s foreign offices to ensure strategic alignment in FDI outreach and engagement.
Manages the end-to-end lifecycle of investment projects, including prospect identification, evaluation, and facilitation of incentive discussions.
Performs other duties as required or assigned that are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
Requires knowledge, skill, and experience equivalent to completion of four (4) years of college with coursework in Business, Marketing, or Public Administration.
Requires four (4) years of progressively responsible administrative experience in business management, with an emphasis on international marketing.
Preferred Qualifications
Prefers two (2) years of experience working in international trade, performing duties such as market research or business lead generation.
Prefers two (2) years of experience in sales, marketing, business development, or business counseling with a focus on international markets.
Prefers two (2) years of experience developing or managing a budget.
Prefers two (2) years of experience with end-to-end accountability (owning, managing, and delivering) for multiple projects simultaneously.
Prefers two (2) years of experience in a public-facing role that includes presenting or promoting in both domestic and international settings.
Prefers two (2) years of experience collecting and analyzing data, developing recommendations, and presenting to executive leadership.
Prefers intermediate-level experience with spreadsheet software, document creation tools, email platforms, and cloud-based systems.
Prefers intermediate-level experience using client management and project management systems.
Conditions of Employment
Requires the ability to travel, including some overnight stays, both statewide and internationally.
Requires an appropriate, valid driver’s license and passport.
Requires completion of a background check and self-disclosure of criminal history.
Overtime is a condition of employment, and you may be requested, required/mandated to work overtime, including scheduled, unscheduled, or last-minute overtime. May consist of evenings and weekends.
Requires the ability to attend seminars, conferences, and trainings to remain current on methods, tools, ideologies, and other industry-related topics relevant to job duties.
This position has been determined to meet the requirements of Section 4A-101 of the Illinois Governmental Ethics Act, requiring the employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) mandates that certain state officials and employees file annual Statements of Economic Interest with the Office of the Secretary of State, which are available for public examination and copying. Employees required to file a Statement of Economic Interest must also file the Supplemental Statement of Economic Interest with the Executive Ethics Commission (see Executive Order 15-09). Fines and penalties apply for untimely filings.
Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee must be aware that if offered non-State employment during State service, or within one year immediately after leaving State service, they must notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) before accepting the offer, or they may be subject to a fine.
