Summary:
Administers the implementation of NH RSA212-A:9 and 217-A in the Ecological Review Section in the Land Resources Management Program, providing high-level biological science and regulatory expertise to ensure consistency and technical integrity in the assessment of impacts of development activities. Supervises professional staff and the issuance of requirements and recommendations to protect threatened and endangered species, the designation of habitat as critical, and exemplary natural communities from land development activities.

MINIMUM QUALIFICATIONS:
Education/Experience:
Bachelor's degree and 4.5 years of experience OR equivalent combination of 8.5 years of education and experience after completion of high school. Education and experience must be in ecology, biology, botany, zoology, environmental science, environmental conservation, wildlife or fisheries management, environmental policy and management, or a related natural resources field. With at least two in a supervisory or management level position.
License/Certification:

PREFERRED QUALIFICATIONS:
Proficiency in using standard and customized computer applications and databases, with demonstrated ability to create and deliver effective written and oral communications.
In-depth knowledge of New Hampshire wildlife species and their habitat relationships, including rare or endangered species.
Familiarity with state and federal environmental laws and regulations and environmental permitting programs.
Understanding of the New Hampshire Native Plant Protection Act, New Hampshire Endangered Species Conservation Act, and the Federal Endangered Species Conservation Act.
Experience working with Natural Heritage Bureau (NHB) databases.
Responsibilities:
Supervises and, for the most complicated cases, conducts Ecological Reviews of proposed activities and development projects to ensure that the department is taking the appropriate actions to comply with RSA 212-A and 217-A, and that the criteria being used are technically sound.
Oversees the development of requirements, recommendations, protocols, and other permitting documentation to protect threatened and endangered species, habitat designated as critical, exemplary natural communities. Establishes section review and inspection priorities and manages section workload.
Oversees the maintenance of and updates to the Data Check Tool for the identification of threatened and endangered species, habitat designated as critical, and exemplary natural communities. Coordinates with the Department of Natural and Cultural Resources on updates to the Natural Heritage Database.
Coordinates section activities with other Land Resources Management permitting sections and other agency staff with overlapping jurisdictions on land development issues, to ensure synchronized and timely responses where multiple actions are required. Assists with facilitation, coordination, and integration of Land Resources Management Program activities.
Coordinates with the Fish and Game Department, the Department of Natural and Cultural Resources and federal agencies as necessary to obtain biological opinions from species, habitat, and exemplary natural community experts and to ensure compliance and consistency with other state and federal policies.
Supervises expert witnesses in litigation to provide the court with technical information relating to the litigation.
Develops staff through timely performance management, promotion of individual development, and coaching to achieve continuous improvement, improve safety and address other human resources issues.
Communicates agency rules, policies, and environmental goals to regulated parties, their consultants and lawyers, local officials, and other state and federal officials to further understanding and compliance with Land Resources Management laws and regulations.
Continually seeks to improve practices to add quality and value in support of the Department's mission while identifying and eliminating unnecessary or redundant actions.
