Organization Overview: 

The State Preservation Board (SPB) was established for the purpose of preserving, maintaining, and restoring the State Capitol and the 1857 General Land Office, which houses the Capitol Visitors Center. Since that time, Agency operations have expanded to include care of the Governor's Mansion, operating the Bullock Texas State History Museum, Texas State Cemetery, Capitol Mall and three Capitol Complex legislative office buildings. We provide educational programs centered on Texas history, government and culture. These services benefit the citizens of Texas and its visitors. Position Summary:

The Retail Accountant reports to the Chief Accountant and takes direction from both the Chief Accountant and the Chief Financial Officer. This position is responsible for performing moderately complex accounting duties, including maintaining, preparing, posting, and reconciling financial and budgetary statements, records, documents, and reports. The role may focus on specific areas such as federal funds accounting, property and equipment control, cost accounting, or budgeting. The Retail Accountant is expected to meet deadlines and deliver accurate outcomes while performing all duties with a calm, professional demeanor. A high level of customer service is essential in all business interactions. This position requires an individual who is results-driven and able to work collaboratively as part of an interdisciplinary team. Strong judgment, organization, flexibility, and the ability to prioritize tasks effectively are critical. Exceptional verbal and written communication skills are essential, as is maintaining a respectful, professional, and service-oriented approach when interacting with employees, vendors, visitors, and the public.

  • Prepares and posts variousvouchers and auditsthem for accuracy.
  • Audits accounting or control recordsfor accuracy and conformance to established standardsand procedures.
  • Maintains adequaterecords of expenditures, funds, appropriations, and expenses.
  • Print reports from POS and maintain monthly spreadsheets for reconciliation purposes and research variances.
  • Maintains and balances financial records, reports and schedules; processes journal entries and financial and accounting data pertaining to cash receipts, expenditures, accounts payable and receivable.
  • Recommends improvements, adaptations, or revisionsto the accounting system and accompanying procedures.
  • Provides technicalassistance to staffin handling accounting transactions.
  • Serves as a consultant on accounting mattersto administrative, supervisory, or technical staff,and assists agency administrators in applying financial data to the resolution of administrative or operating problems.
  • Enter deposits into accounting systems and maintain cash control records.
  • Assists with researching and reconciling discrepancies in accounts, bank statements, or appropriation balances; and reports findings.
  • Invoice customers for purchases made via Purchase Order and assists with tracking invoices to ensure payments are made in compliance with state guidelines.
  • Monitor clericalwork in progressand audit completed work for accuracy.
  • Prepare and enter transferof funds into CAPPS Financials for purchases made between departments, entries to pay monthly sales tax and other reclass entries.
  • May perform financial calculations such as amounts due, interest charges, balances, and discounts. 
  • Solves accounting problems and correctlyinterprets variables.
  • Performs all duties in a mannerthat promotes publicconfidence in the SPB and its staff.
  • Performs all other dutiesas assigned.

 

Required Education and Experience:

  • Completion of 60 semester hours toward a degree in Accounting, Finance, or Business Administration from an accredited four-year college or university; or an Associate’s degree in one of these fields. Substitution Note: In lieu of the stated educational requirement, a minimum of three years of professional experience in financial accounting and budgeting may be accepted.
  • Proficiency in standard office software, including the Microsoft Office Suite (e.g., Excel, Word, Outlook), and familiarity with commonly used office equipment.

 

Preferred Education and Experience:

  • Bachelor’s degree in Accounting from an accredited four-year college or university.
  • Solid understanding of proprietary fund accounting principles, with hands-on experience using the Uniform Statewide Accounting System (USAS),
  • Proficiency with CAPPS Financials and familiarity with retail point-of-sale (POS) accounting systems.
  • Prior accounting experience within a State of Texas agency.

 

Knowledge, Skills and Abilities:

  • Knowledge of accounting principles, procedures, and automated financial systems.
  • Skill in auditing, reconciling accounts, and resolving discrepancies accurately.
  • Strong communication skills to explain complex accounting information clearly.
  • Ability to prepare financial transactions and maintain accurate records.
  • Ability to provide technical assistance and train others on accounting processes.
  • Strong attention to detail and problem-solving abilities.
  • Ability to work independently and maintain professionalism with internal and external stakeholders.
  • Knowledge of the agency's mission, programs, exhibits and customers.
  • Commitment to following agency policies, safety standards, and maintaining regular attendance.
