Transportation Data & Program Analyst
Job Summary
The Transportation Data & Program Analyst supports Movability’s mission by delivering high-quality data analysis, program evaluation, research, and reporting across the organization’s portfolio of transportation demand management (TDM) initiatives. The Analyst plays a key role in managing the regional Commuter Survey, conducting research and publishing white papers, and supporting employer audits required by the City’s TDM Ordinance. This position provides data-driven insights that help improve program effectiveness, inform public policy, and engage employers and community stakeholders. The role involves close collaboration with Movability’s program, outreach, and leadership teams, as well as public- and private-sector partners across Central Texas.
Primary Responsibilities
Program Planning & Delivery
- Support planning, delivery, and continuous improvement of direct-service TDM programs (e.g. commuter incentives, carpool/vanpool programs, Mobility Camps, MovePass, SchoolPool)
- Assist in coordinating program activities with partner organizations, City staff, employers, and other stakeholders
- Develop and track key performance indicators (KPIs) for TDM programs
Data Collection, Survey Management & Analysis
- Manage the design and analysis of the regional Commuter Survey
- Analyze survey results to identify trends in commuting behavior, barriers, and opportunities
- Assist in creating and maintaining data dashboards for internal and external use
- Respond to data requests from public agencies, funders, and partner organizations
Research & White Paper Development
- Conduct research and literature reviews on emerging trends, best practices, and innovative approaches in TDM and sustainable transportation
- Develop and co-author white papers, case studies, and policy briefs for publication
- Support grant writing by providing data and analysis to strengthen applications
Employer Engagement & TDM Ordinance Support
- Assist in auditing employer compliance with the City's TDM Ordinance, including reviewing and validating employer-submitted TDM plans
- Conduct follow-up with employers to provide technical assistance and support plan improvements
- Maintain accurate records of compliance activities and outcomes
Stakeholder Engagement & Outreach Support
- Prepare data-driven presentations, reports, and briefing materials for employers, City staff, funders, and the public
- Support staff in delivering public presentations, participating in outreach events, and creating data storytelling that helps drive behavior change.
- Coordinate with staff to ensure alignment of data and research activities with broader outreach and advocacy efforts
Program Evaluation & Continuous Improvement
- Monitor and report on program effectiveness and return on investment to funders and stakeholders
- Identify opportunities for improving program design and delivery based on evaluation findings
- Support the development of grant reports and periodic updates to funders
Organizational Support
- Maintain high standards for data integrity, privacy, and security
- Stay current on trends in transportation policy, behavior change, and urban mobility
- Collaborate with Movability’s leadership and communications team to support organizational goals
- Perform related duties as required and/or assigned.
Minimum Qualifications-Education and Experience
- Master’s degree in Business, Economics, Public Administration, Public Affairs, Public Policy, Statistics, Urban Planning or a similar field. Related experience may substitute on a year-for-year basis.
- Strong analytical skills; demonstrated ability to analyze quantitative and qualitative transportation data
- Experience designing, distributing, and analyzing surveys
- Proficiency with data analysis tools (Excel required; experience with Tableau, Power BI, GIS, SPSS, R, or similar tools preferred)
- Excellent written communication skills, including the ability to draft reports, white papers, and policy briefs for a non-technical audience
- Experience conducting literature reviews and applied research
- Ability to clearly communicate findings through data visualization and presentations
- Strong organizational skills and attention to detail
- Ability to manage multiple projects, meet deadlines, and work both independently and collaboratively
- Ability to identify problems, propose solutions, and to coordinate diverse job requirements/projects.
- Knowledge of and dedication to customer service and working team concepts

Preferred Education and Experience
- Experience with Tableau, Power BI, GIS, SPSS, R, or similar tools
- Knowledge of transportation demand management (TDM), sustainable mobility, or transportation policy
- Familiarity with transportation-related regulatory frameworks (e.g. TDM ordinances, mobility planning)
- Experience working with or auditing employers on transportation and commute programs
- Experience in non-profit, public-sector, or mission-driven organizations
- Familiarity with grant reporting and program evaluation best practices
- Proficiency reading, writing and speaking Spanish or Mandarin a plus!

Salary Range
$60,000 – 70,000/year
