osition Overview:
Staff in this position are independently responsible for day to day activities and programs for all assigned areas. The position is responsible for any licensure requirements, budgetary requirements, and clinical rules and guidelines as established by federal and state rules. This staff is supervised by the Regional Service Director.
Essential Duties & Responsibilities
Administrative:
- Ensure that the required documentation for reimbursement of hours worked, work-related mileage, contract services, use of PTO, vehicle maintenance reports, safety and environmental checks and any other required reports are prepared and submitted.
- Ensure compliance with ComServ, Inc. personnel and contract policies related to hiring, suspending, and separation of employment.
- Ensure representation in required and appropriate activities in all service areas.
- Monitor and ensure compliance with contractual agreements.
- Monitor and ensure compliance with contractual arrangements related to highly specialized program oversight.
- Submit work-related mileage, per diem for expense reimbursement, and monthly report of PTO used.
- Ensure and monitor that billing processes are completed correctly and in a timely manner in conjunction with the Reimbursement Officer.
- Attend all Leadership Meetings.
- Assists/complete the new hire process by reviewing applications and scheduling initial and follow up interviews. Adheres to steps described in ComServ policy related to new hires.
- Prepares and submits payroll forms promptly when there are changes in status, address, name, rate of pay, leave or separation of employment.
- Ensures ComServ safety policies and procedures are followed.
- Maintains and utilizes the home and other company property entrusted to your cares, custody or control to assure safety and extend the items life. This includes responsibility to purchase, distribute, and supervise the use of resources such as, but not limited to the following: food, supplies, clothing, small equipment items and other appropriate needs for the program. (residential only)
- Ensures necessary food, cleaning supplies, work orders, etc. are maintained to provide a clean, secure home environment for the individuals served. (residential only)
- When indicated, obtains approval through a purchase order for expenditures requiring prior approval and submits invoices for accounts payable within the specified timeframe.
Financial:
- Develops and annual revenue report for the finance director in order to establish an annual operational budget for program areas utilizing ComServ, Inc. processes for approval by Regional Service Director.
- Monitor to ensure that all authorized services are authorized, maximized and do not lapse.
- In conjunction with the Reimbursement Officer, ensure and monitor that billing processes are completed correctly and in a timely manner.
- Reviews monthly finance statements and billing reports and makes recommendations for budgetary adjustments as needed.
- Develop and monitor internal procedures for revenues and expenditures.
- Educate staff regarding the budgetary process and their individual role toward financial stability of the program.
Supervision:
- Supervise the employees/contracted personnel in the areas of service provided.
- Monitor that staff training/contract individual training is provided in a comprehensive, timely and economical fashion.
- Ensure, implement and monitor programmatic recommendations in a timely fashion.
- Ensure individuals are monitored routinely (AM, PM and weekends) while present in the program.
- Monitor and ensure maintenance of service records and staff competency files in compliance with regulations and ComServ, Inc. policy and procedures.
- Ensure that staff and contracted personnel meet qualifications and maintain required certifications and license requirements in service areas.
- Conduct regular staff meetings and meet individually with contract service providers.
- Supervise and ensure operations of the program units.
- Complete and monitor staff performance plan in coordination with staff; complete annual performance appraisals within a timely manner.
- Coordinate with the ComServ, Inc. Human Resource Manager regarding staff hiring/ disciplinary actions up to and including separation of employment.
- Ensure core training is completed and updated as required/needed.
- Schedule other staff/contracted individual training as needed.
- Develop the clinical supervision plan for professional/ direct care staff and document supervision.
- Ensure staff/contracted individuals have the required competency level to provide services for individuals in the program.
- Ensures that required inspections are scheduled per facility licensure requirements.
Regulatory:

- Ensure administration of medications is monitored.
- Ensure medical aspects of person centered plans are monitored and followed; educate the legally responsible person as needed.
- Ensure and monitors compliance with all applicable wage and hour laws related to staff time worked.
- Ensure that all grievances, complaints, and investigations are followed through accurately.
- Ensure compliance with all federal and state guidelines regarding licensure and regulatory standards, including ComServ, Inc. Policy and Procedures and accreditation bodies.
- Ensure that all billing is completed in compliance with all federal, state and private funding regulations.
- Ensure and monitor compliance with HIPPA regulations and Human Rights for assigned program areas.
- Have an extensive knowledge of policies and procedures specific to program areas assigned and a working knowledge and adhere to all ComServ, Inc. Policies and Procedures.
- Participates as the lead staff for ComServ in annual licensure visits. (residential only)
- Provides for any required information regarding investigations and /or follow up to any alleged human rights violations.
- Ensures that facility license is displayed appropriately. (residential only)
Documentation:
- Ensure, monitor and document the progress of individual programs.
- Document all pertinent information to include (but not limited to) incident reports, monthly progress grids, developmental therapy progress notes, admissions, discharges, and billable documentation as required by funding source.
- Ensure and document that Medicaid eligibility is current for each individual; monitor all funding sources for each individual.
- Ensure personnel records are maintained in compliance with federal and state guidelines.
- Ensure that service records are established on admission with the core required documentation.
- Ensure that documentation is completed for discharges as required by ComServ policy and procedure.
- Ensure that individual service records are monitored for all required qualitative and quantitative components.
- Ensure that staff are providing services based on the current PCP.
- Document request for authorization and follow-up as needed.
- Completes consent forms as required by program specific guidelines.
- Participates in quarterly Peer Reviews and ensures that records maintain compliance with problem areas recognized by the review.
- Completes MR-2s for admission and every six months, thereafter, for Utilization Review. (residential only)
- Completes Level of Care forms on admission and every six month as required per contract. (residential only)
- Documents any investigative actions per policy.
Clinical:
- Ensure that person centered plans are completed and that direct care staff participate as needed.
- Develops the Person Centered Plan or short term goals if the individual receives Innovations Services.
- Monitor and ensure that participants of the Person Centered Plan understand and implement the services as required.
- Ensure that staff receive Person Centered Specific Training prior to providing services for an individual.
- Assist with referral, screening and assessment for admissions and discharges for individuals.
- Attends quarterly Human Rights meetings as needed.
- Attends all quarterly drug reviews and ensures follow up is completed. (residential only)
- Train/Teach and monitor staff related to individuals program goals.
- Monitor and ensure that individuals and families have opportunities for self advocacy training and opportunities for implementation.
- Monitor and ensure health and safety of individuals as required per ComServ, Inc. policy and procedure.
- Conducts monthly self-governance group meetings as appropriate for individuals. (residential only)
- Monitor and ensure that supervisors and professional staff in service areas relay appropriate information to families/guardians through verbal and written contact.
- Monitor and ensure notes meet legal and regulatory specifications of services provided; notes match the person centered plan; provide supervision for corrections as needed and follow up.
- Act as liaison for families and internal and external stakeholders.
- Monitor and participate in admissions and discharges as needed.
- Monitor and ensure that all restrictive interventions/human rights violations and any Level II and III incident reports are reviewed by the Human Rights Committee. Follow up as needed.
- Initiate and/or attend Clinical Team meetings as scheduled or needed; may appoint a designee as needed.
- Provide clinical on call coverage as required per program.
- Request authorizations, follow-up as needed and insure that services are provided as authorized.
- Monitor and ensure that individuals are informed of Human Rights at admission and annually thereafter until discharge. Educate the individual at any opportunity regarding their Human Rights.
- Maintain formal and informal contact with parents and guardians as needed.
- Ensures that individuals receive medication education regarding their prescribed medications.
- Ensures that staff are trained in behavior support plans, follow the plans and document required data. Monitor the data to share with the psychologist and implement changes as recommended.
Direct Support:
- Provide direct support on an as needed basis.
Other:
- Attend all organization training required of position. Attend any outside training and education as approved or assigned by supervisor.
- Act as a role model for other ComServ, Inc. staff and individuals receiving services.
- Adhere to ComServ, Inc. corporate mission, vision and philosophy.
- Participate on committees as assigned by supervisor.
- Employee in this position must be flexible with schedule and make changes as requested or required by position responsibilities.
- Ensure that all ComServ, Inc. equipment or vehicle used in conducting the responsibilities of this position is used in a responsible manner and maintained properly.
- Perform other duties deemed appropriate by supervisor.
