The Wisconsin Department of Children and Families (DCF), Division of Early Care and Education (DECE), Bureau of Operations and Planning (BOP), IT Support and Operations Support Section, is currently recruiting to fill a Human Services Supervisor position. This position may allow hybrid work for a portion of the work schedule up to 90% depending on the employee’s preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.
For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

POSITION SUMMARY: This position oversees the Division's information technology (system and data) and operations support section to ensure compliance with statutory and administrative code requirements for Wisconsin Shares Subsidy, child care licensing and regulation, and the YoungStar Quality Improvement System through the use of automated systems. This position manages IT planning, project implementation, and conducts and provides oversight to IS Business Analysts for maintenance, enhancements, and major projects involving DECE automated systems: CARES, CSAW, WISCCRS, YS Case Management System, Child Care Provider Portal, Child Care Parent Portal, and Program Integrity Case Management. This position is responsible for overseeing system integration efforts for all DECE IT applications. This position operates at the DECE Data Steward and oversees the division’s research, data custodian, and data analytics initiatives. This position manages and directs the efforts of state employees, contractors, and consultants. These responsibilities require solid understanding of system change management, and require well-developed relationships, communication, and organizational skills as well as knowledge of team building approaches and project management tools.

SALARY: The classification title for this position is Human Services Supervisor. The starting salary is between $46.79 and $49.13 per hour ($97,323 and $102,190 annually), depending on qualifications. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.
The pay schedule/range is 81-02. A two-year career executive trial period may be required.
Job Details: Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications:
Minimally qualified applicants will have:
- Experience leading, supervising, and/or directing staff (reviewing the work of others, assigning work, providing feedback, formal onboarding, hiring, or dismissing of staff, etc.)
- Experience coordinating and/or implementing department-wide projects/programs (establishing timelines, setting project goals and performance metrics, providing status updates, etc.)
- Experience utilizing data analytics and research projects to influence internal and external stakeholders
Well-qualified applicants will have:
- Experience working with Child Care programs policies and systems (CARES Worker Web - CWW, Childcare Statewide Administration - CSAW, Wisconsin Child Care Regulatory System - WISCCRS, YoungStar, etc.) or other public assistance program policies and systems (Child Welfare, Wisconsin Works, Child Support, FoodShare, Medicaid, etc.
- Experience working with large data systems (PeopleSoft, Salesforce, Microsoft Dynamics, CARES Worker Web (CWW), CARES, KIDS data system, Business Objects, etc.)
- Experience presenting technical information in a variety of formats (verbal briefings, presentations, written reports, visualizations, research briefs, etc.) to both technical and non-technical audiences.
