Procurement Director

Title: Procurement Director (Relocation Incentive - 300+ miles - $3,000)
Classification: Administration
Work Hours: 7.5 hours a day – 37.5 hours per work week
Contract Length: 236 Days

DEFINITION
To direct, manage, supervise and coordinate the activities and operations of the Procurement Division within the Business Services Department including procurement and the receiving and delivery warehouse; to coordinate assigned activities with other divisions, departments and outside agencies; and to provide highly responsible and complex administrative support to the Assistant Superintendent.
 
SUPERVISION RECEIVED AND EXERCISED
Receives administrative direction from the Assistant Superintendent.
Exercises direct supervision over supervisory, professional, technical and clerical staff.
 
ESSENTIAL FUNCTION STATEMENTS--Essential responsibilities and duties may include, but are not limited to, the following:
 
Essential Functions:

  1. Assume management responsibility for assigned services and activities of the Procurement Division including procurement and warehouse.
  2. Manage and participate in the development and implementation of goals, objectives, policies and priorities for assigned programs; recommend and administer policies and procedures.
  3. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service and staffing levels.
  4. Plan, direct, coordinate and review the work plan for procurement and warehouse staff; assign work activities, projects and programs; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems.
  5. Select, train, motivate and evaluate procurement and warehouse personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
  6. Oversee and participate in the development and administration of the division's annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; implement adjustments.
  7. Serve as the liaison for the Procurement Division with other divisions, departments and outside agencies; negotiate and resolve sensitive and controversial issues.
  8. Serve as staff on a variety of committees; prepare and present staff reports and other necessary correspondence.
  9. Provide responsible staff assistance to the Assistant Superintendent.
  10. Conduct a variety of organizational studies, investigations and operational studies; recommend modifications to Procurement programs, policies and procedures as appropriate.
  11. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of procurement.
  12. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  13. Perform related duties and responsibilities as required.

Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
 
Minimum Qualifications:

  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in business, legal studies, educational administration, or a related field.
  • Two years of increasing responsible procurement, finance, or legal experience.
  • Ability to obtain New Mexico Chief Procurement Officer Certification or ability to obtain certification within 90 working days of employment.

Preferred Qualifications:

  • Equivalent to Master's degree in business, legal studies, and/or educational administration.
  • Five years of increasing responsible procurement, finance, or legal experience, including two years of administrative and supervisory responsibility.
  • Proven track record of analyzing complex information, evaluating multiple options, and implementing effective solutions in policy or regulatory environments.
  • Strong analytical mindset with practical decision-making skills and a systematic, methodical approach to addressing organizational challenges and compliance issues.

Physical Requirements: Ability to perform the job and access the environment for which you are hired. The following may be required: Sitting, standing, lifting, moving about the room or school, carrying (up to 50 pounds), reaching, squatting, kneeling, prolonged typing, physical ability to type on a keyboard terminal, and moving light furniture.
Equipment/Technology Handled: Must know how to properly operate or be willing to learn to operate all multimedia equipment including current technology.
Work Environment: On-Site attendance is mandatory for this position.  Must be able to work within various degrees of noise, temperature, and air quality. Interruptions of work are routine. Flexibility and patience are required. Must be self-motivated and able to complete job assignment without direct supervision. After hour work may be required.
Terms of Employment: Salary and work calendar established yearly by the district.
 
All GMCS schools are eligible for the Public Service Loan Forgiveness Program (PSLF). 

Relocation Expenses: 300 + miles: $3,000
Eligibility Requirements:  To be eligible for the signing incentives, you must be a new employee who was not employed in any position or certified capacity by GMCS during the 2024-2025 school year.  For the relocation incentive, you cannot have received a relocation incentive within the last two (2) years to qualify for the Relocation Incentive for SY 25-26.
Administration will provide processes and administrative clarification/decision-making for specific situations involving these incentives. This includes creating rules to support the incentives' successful implementation.  The superintendent or his designee will make any final decision on implementing these incentives.
Relocation expenses for all new teachers, counselors and administrators will be paid in full on the first paycheck of the school year.
