Accountant - Auditor's Office

Job Summary

This position will be a member of the Accounting Operations Team in the Auditor’s office. This position provides high-level professional accounting expertise to maintain and control complex fiscal records, reports, and systems. Responsibilities include assistance in grant administration, support to county departments on grant creation and billing, assist in preparation of the Schedule of Expenditure of Federal Awards (SEFA), preparation of journal entries, reconciliation to the General Ledger (GL), supplier administration and department public records officer for the Auditor’s office.

This is a full-time hourly position represented by Local 11. 

This position has the option of a remote schedule however, the candidate selected must reside in either OR or WA. No Exceptions. If remote, the candidate accepted must have the ability to occasionally be in the office.

 

 

Qualifications

Education and Experience: 

 

An associate’s degree in accounting or a bachelor’s degree in accounting, finance, business administration, or a related field. The degree must be from an accredited college or university. And two (2) to four (4) years of increasingly responsible professional accounting experience.

 

Any combination of coursework, training, and experience that would provide the required knowledge, skills, and abilities will be considered.

 

Knowledge of: Theory and practice of governmental accounting and GAAP, particularly as related to County operations; federal, state, and local laws governing accounting procedures and systems; computer applications Office 365, computerized accounting systems such as Workday.

 

Ability to: Perform accounting functions,  prepare journal entries, reconcile accounts to the GL, assist in the coordination of financial activities for the county; research and analyze complex accounting data; prepare clear, concise, and detailed financial reports; evaluate and recommend financial accounting policies and procedures; communicate clearly and concisely both orally and in writing; interpret and explain County financial policies; use computerized financial reporting systems; establish and maintain effective working relationships with those contacted in the course of work.

 

The ideal candidate will have the following strengths:

  • Governmental accounting experience preferred but accounting experience required.
  • Grant experience such as monitoring, auditing or administering grants.
  • Demonstrated skill in reconciling.
  • Strong organizational skills and detail orientation.
  • Strong communication skills.
  • Ability to manage projects and assigned work without supervision.
  • Intermediate skill level in excel.

 

Experience with personal computer software packages including Microsoft Word, Excel, and Outlook is essential.

Oral Interview - The interview will be job related and may include, not limited to, the qualifications outlined in the job announcement.  Top candidate(s) will continue in the process.

Examples of Duties

Duties may include but are not limited to the following:

  • Support departments in grant creation and invoicing.  Monitor grants and grant invoicing.
  • Assist in preparation or prepare the annual SEFA.
  • Perform reconciliation of assigned accounts to the General Ledger.
  • Prepare journal entries.
  • Research and interpret accounting-related financial issues; develop recommendations for policies and procedures and train staff to perform these tasks.
  • Research and initiate planning and procedural changes related to the area of assignment.
  • Contribute to and collaboratively create/update accounting team procedural documents/desk manual
  • Respond to public records requests.
  • Create and Maintain suppliers following established procedures.
  • Performs related duties as assigned.

 

 

Salary Grade

Local 11.7

 

 

Salary Range

$27.30 - $36.85- per hour

Retirement Information

All Clark County employees must participate in a WASHINGTON STATE RETIREMENT SYSTEM PLAN (PERS, PSERS or LEOFF).Employee contributions begin the first day of work. Current contribution rates vary by plan but could range from 5% to 15% of gross pay, depending on the plan choice.
