Performs responsible professional level work creating, executing and owning project management routines to effectively and successfully deploy technology projects. Act as project management tool expert for the IT Project Management Methodology performing administration, organization and execution of project management tasks. Creates presentations and reports for the IT leadership team in an executive-friendly format. Supports team and project leads in extensive project analysis tasks including developing and maintaining requirements, project plans, testing plans, implementation plans, and document preparation. Manages project meetings and/or facilitates cross-functional project teams. Mentors projects/project team leads with methodology questions and performing change and project management leadership/tasks for the assigned project(s). Performs other duties as assigned.
ESSENTIAL JOB FUNCTIONS:
- Leads the Project Initiation Process through conducting high level client analysis, overall project evaluation and Technology Service Request (TSR) processing.
- Meet with decision makers, system owners, and end users to define business, financial, and operational requirements and system goals in order to identify and/or resolve business needs.
- Provide support to project leads in planning, managing, and monitoring projects from business requirements through implementation.
- Develop best practices and tools for project execution and management.
- Serve as expert in all phases of the project management life cycle with a focus on project planning including Work Breakdown Structure and project schedule development, project change control, issue & risk management practices, and project documentation control.
- Lead projects of all sizes from original concept through final implementation by resolving conflict, negotiating solutions, listening and synthesizing information.
- Create and maintain project schedules by developing project plans and specifications, estimating time requirements, establishing deadlines, monitoring milestone completion, tracking all phases of the project product/service lifecycle, providing timely reporting of issues that impact project progress, coordinating actions, and resolving conflicts.
- Define project scope, goals and deliverables that support business goals in collaboration with senior management and stakeholders.
- Communicate project expectations to project leads, team members, sponsors and other stakeholders.
- Process IT Project Portfolio reports, lists and performance indicators for management review.
- Coordinate project preparation of external and internal reports through gathering, analyzing and summarizing data and information from project leads and/or departments.
- Lead monthly Project Status Meeting.
- Identify project management training and development requirements for the IT Project Management methodology and facilitate training based on needs assessment.
- Develop and complete online project management reports and key performance measurers.
REQUIREMENTS/PREFERENCES:
Education
Required: Bachelor’s degree from an accredited college or university with major coursework in public administration, business, finance, computer science or equivalent supplemented by related courses, training, or experience.
Preferred: Master’s degree from an accredited college or university with major coursework in public administration, business, finance, computer science.
Experience:
Required: Six or more years experience in analysis work using common desktop computing applications, specifically Microsoft products (Word, Excel, Access, Project, PowerPoint and SharePoint). Two or more years direct experience in a Project Lead/Manager capacity from business requirements to implementation.
Certifications/ Licenses
Required: PMI certification in Certified Associate in Project Management (CAPM) or equivalent. Valid Virginia driver’s license with good driving record.
Preferred: PMI certification in Project Management Professional (PMP) or equivalent.
Knowledge, Skills and Abilities:
- Considerable knowledge of project management principles and practices.
- General knowledge of workplace and business systems, preferably in a local government environment.
- Working knowledge of Microsoft Word, Excel, Access, PowerPoint, Project and SharePoint.
- Skill in organizational and process analysis.
- Ability to logically and systematically approach complex problems and provide alternative solutions.
- Ability to prioritize and perform work effectively with minimum direction in a complex, diverse, high-pressure environment with rapidly changing priorities.
- Ability to assist or lead in a project management capacity.
- Adept at conducting research to systematically analyze situations and issues, identify options, draw logical conclusions and sound inferences, determine and recommend practical courses of action using innovation, creativity, good judgment and strategic thinking.
- Ability to relate to communication styles of team members and project team members who come from a broad spectrum of disciplines.
- Ability to conform to shifting priorities, demands, and timelines.
- Ability to tenaciously follow up with team members and leadership on outstanding items.
- Ability to learn, understand and apply new technologies.
- Ability to defuse tension among project team, should it arise.
- Ability to work independently and in a self-motivated fashion.
- Ability to communicate both orally and in writing ideas, concepts, recommendations, technical and complex information clearly and concisely in a timely manner, at a level consistent with the audience.
- Analyze data sufficient to verify and identify problems such as inaccurate and incomplete data and suggest solutions.
- Ability to work as a team player with ability to drive solutions cross-functionally with sense of ownership.
Additional Requirements:

Supervisory Responsibilities:
Directs work of assigned staff within a project/cross-functional team.
