The Procurement Training Specialist is responsible for supporting the development, coordination, and delivery of internal and external department of public health (agency) training programs related to procurement and contracting services. Under the supervision of the procurement training and development manager, this role plays a key part in enhancing staff knowledge, promoting compliance with state procurement regulations, and ensuring consistent application of procurement policies and procedures across the agency. The specialist will assist in identifying training needs, developing instructional materials, facilitating in-person and virtual training sessions, and supporting onboarding efforts for new staff. This position contributes to the professional growth of the agency’s workforce and supports continuous improvement in procurement operations aligned with the Georgia Department of Public Health’s mission.

Job Responsibilities

  • Collaborate with the procurement and contracting services training and development manager to identify training needs and assist in the creation of a division-wide training strategy.
  • Design and update training content including user guides, process documentation, policies, standard operating procedures, job aids, presentations, and e-learning modules.
  • Deliver in person instructor-led and virtual training sessions on procurement systems, contract management procedures, and compliance requirements.
  • Assist in the onboarding of new procurement and contracting personnel by facilitating orientation and job-specific training.
  • Maintain accurate records of training sessions, attendance, and participant feedback to assess the effectiveness of programs.
  • Coordinate logistics for training delivery, including scheduling, materials preparation, and communication with participants.
  • Monitor updates to state procurement policies and incorporate changes into training materials and communications.
  • Support continuous improvement efforts by collecting feedback and suggesting updates to training methods, materials, and tools.
  • Coordinate and track procurement staff certifications, ensuring compliance with state-mandated training and certification requirements.
  • Support logistical planning and communication for continuing education, training events and certification programs.
  • Serve as a liaison with the agency’s office of workforce learning to coordinate and manage procurement training initiatives advertised through the agency’s learning management system.
  • Manage delegated tasks related to the Department of Administrative Services' (DOAS) small business and supplier diversity initiative.

Minimum Qualifications

High school diploma/GED and three (3) years of experience providing educational, training or instructional services in functional area; or, One (1) year of experience required at the lower level Training & Dev Spec 2 (GSP121).

Preferred Qualifications:

Three (3) years of experience in Public Sector Procurement, preferably within the state of Georgia or, Bachelor's degree in a related field from an accredited college or university AND 5 years of experience in training and instructional development or education.

Familiarity with the Georgia Procurement Manual and Georgia procurement systems such as the Georgia Procurement Registry, Team Georgia Marketplace and Jaggaer Sourcing Director.

Knowledge of Georgia procurement laws, rules, policies and procedures.

Experience in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, OneNote, SharePoint, ETC.) and Adobe for developing training materials, managing data, and supporting communications.
