The Department of Labor & Industries (L&I) is seeking a IT Project Manager Journey professional to join our Workers’ Compensation System Modernization (WCSM) Project. About the Project
The WCSM Program is a major agency initiative focused on updating, replacing, and decommissioning legacy systems that support L&I’s workers’ compensation services. The goal of WCSM is to implement modern technology solutions that enhance efficiency, improve service delivery, and align with the evolving needs of our customers. The program supports L&I’s strategic vision by transforming business processes and enabling a more agile, responsive, and integrated system that supports the entire workers’ compensation lifecycle.
About the Role
In this role, you’ll be responsible for IT project management activities, overseeing development of technology solutions, implementation, upgrades, and decommissioning throughout the lifecycle of the Workers’ Compensation System Modernization. You will lead efforts to define project scope and work plans, manage risks and issues, report status to leadership, and ensure business and technical requirements are met. This role offers the opportunity to directly influence the modernization and improvement of critical agency systems that serve Washington workers and the community.
Duties
Some of what you’ll do:
- Develop and document comprehensive project initiation materials, including project statements, scope, goals, performance measures, assumptions, and constraints.
- Define project approach and structure, including methodology, technical oversight, skillset requirements, and project acceptance criteria aligned with WCSM Program plans.
- Coordinate with IT Division leadership to address agency strategic planning and policy development.
- Facilitate collaboration across product and operations teams to prioritize work, manage product backlogs, and align project tasks with business needs.
- Monitor project progress and ensure deliverables meet schedule, budget, scope, and quality requirements.
- Collaborate and partner with Contract Vendor Management for vendor procurement, contract management, and invoice processing.
- Partner with the Quality Assurance team to apply quality management practices to ensure deliverables meet customer requirements and expectations.
- Direct complex multi-division hardware and software installation and development efforts.
- Conduct project closure activities, including documentation, reviews, approvals, procurement closeout, and transition of deliverables to operations.

Qualifications
Required:
- Eight (8) years of IT experience*
- OR a Bachelor's degree preferably in Information Technology, Business/Public Administration or related degree and four (4) years of IT experience.*
- OR an associate’s degree in Computer Science Information Technology or completion of an accredited vocation training program in information technology or related program and six (6) years of IT experience.*
- AND three (3) years of IT Project Management experience.
- AND one (1) year experience deploying IT software applications.
*Relevant IT experience includes but is not limited to
- Analyzing, designing, configuring, implementing, maintaining or programming computer software applications/databases

Experience and knowledge of the following standards and technologies:
- IT Security, IT Policy and Planning; Networks
- Systems Analysis
- Software Development Lifecycle
- Release Management
- Configuration Management
- Systems and Database Administration or IT Architecture
Desired:
- Three (3) years progressive experience at an enterprise level, providing strategic planning, policy development and technical project management to include implementation of development projects.
- Professional certificate in Project Management from a recognized accrediting body (eg. Project Management Institute or other) or from a University/Community College.
- Three (3) year of progressive knowledge and experience with project management, project management methodology and practices in application development or other areas of IT.
- Three (3) years’ experience at a professional specialist level performing organizational leadership and technical consultation to design, develop and implement mission critical, agency wide, complex application or systems.
- Three (3) years knowledge, experience, training in communication of technical issues to business area(s); meeting facilitation; business systems analysis. Five (5) years’ experience working in a team environment of application development.
