PAY AND BENEFITS

 

Annual Pay Range*: $91,256.15 - $123,197.48

 

Hourly Pay Range*: $43.87 - $59.22

 

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position. This position is classified as a Recreation Manager.

 

* Rates effective July 1, 2025.

JOB DETAILS AND QUALIFICATIONS

 

The North Clackamas Parks & Recreation District (NCPRD) seeks an experienced, dynamic, and motivated Aquatic Park Manager to lead operations at the North Clackamas Aquatic Park. In this vital community hub, safety, recreation, and connection converge. This position offers the opportunity to make a lasting impact by managing a facility serving thousands of residents and visitors annually.

 

As Aquatic Park Manager, you will be responsible for overseeing the facility's day-to-day operations, including programming, staffing, budget management, and facility maintenance. You will lead and develop a team comprising four full-time staff members, two regular part-time staff members, and between 60 and 140 part-time temporary employees. You will coordinate aquatic programs that meet community needs, ensure compliance with health and safety codes, and promote a positive and welcoming environment for all visitors. In addition, you will work closely with other District services and community partners, contribute to long-term planning, oversee marketing efforts in partnership with the Marketing Manager, and ensure that the

Aquatic Park remains a safe, well-maintained, and vibrant destination.

 

The successful candidate will bring strong knowledge of recreation facility operations, aquatic programming, and health and safety regulations. This individual will have demonstrated experience managing teams, budgets, and operations within a park, recreation, or aquatic setting. The Aquatic Park Manager will be a collaborative leader who fosters teamwork, promotes staff development, and ensures a high standard of customer service. Strong communication, problem-solving, and organizational skills will be essential, as well as building effective relationships with community groups, schools, vendors, and the general public.

Required Minimum Qualifications/ Transferrable Skills:*

 

• A minimum of six (6) years of increasingly responsible experience in aquatic facility operations, recreation program management, or parks and recreation services that would provide the required knowledge and skills to perform the responsibilities of this position.

• A minimum of two (2) years of experience must include lead, supervisory, or program management experience.

• Experience managing teams and supervising aquatic staff

• Strong budgeting, communication, and staff development skills

• In-depth knowledge of aquatic operations, programming, and risk management

• A commitment to equity, public service, and environmental stewardship

• A flexible, detail-oriented, and customer-focused approach to service delivery

• Ability to work weekends, evenings, and holidays

 

Preferred Special Qualifications/ Transferrable Skills:*

 

• Certified Pool Operator/Aquatic Facility Operator Certification

• Certified Park and Recreation Professional/Certified Park and Recreation Executive

• Current certification as an American Red Cross Lifeguard Trainer

• Experience managing a large-scale aquatic or recreation facility serving diverse populations

• Experience working in a unionized environment

 

Pre-Employment Requirements:

 

• Current certification from the American Red Cross in: CPR/PR (Professional Rescuer), AED, First Aid, and Blood Borne Pathogens

TYPICAL TASKS

 

Duties may include but are not limited to the following:

 

Manage the Aquatic Park programming. Direct implementation of program schedule, evaluation of program effectiveness, and determines and initiates, terminates, improves, or expands programs. Develop and evaluate aquatic programs; communicate with individuals, agencies, the community, and other organizations to determine needs.

 

Oversight of hiring, directing, and motivating professional, administrative, and maintenance staff, including four full-time, two regular part-time, and 60-140 part-time, temporary employees, to provide safe quality recreational opportunities for our citizens; administer progressive discipline; facilitate staff training and program development; promote cooperative team efforts among staff, with other County departments and partners—review of staff, facility, and program schedules.

 

Receive, investigate, and resolve participant, volunteer, staff, citizen, community group, or community partner inquiries, concerns, complaints, and problems.

 

Prepares performance evaluations; monthly "clarify, converse, capture" meetings for FTE. Support staff in developing and achieving safety, customer service, and facility operations goals.

 

Manage the Aquatic Park facility maintenance, including overseeing, reviewing, hiring, and training, ordering products, and planning and implementing the annual facility shutdown.

 

Coordinate work order requests with the facilities team and facility safety inspections.

 

Develop and administer operational plans, program objectives, and short—and long-range goals; develop and oversee the implementation of policies, procedures, and guidelines to meet established goals and standards; ensure compliance with health and safety codes and licensing requirements; monitor facility and equipment upkeep and initiate prompt repair or preventative maintenance; and recommend capital improvement projects.

 

Provide direction and training to staff on complex technical and procedural issues. Oversee payroll, procurement approval, CivicRec system for registration and point of sale services, membership, and facility bookings.

 

Manage the aquatic budget through development, recommendation, and monitoring. Oversee fees for all aquatic programs and evaluate cost recovery for programming.

 

Research, identify, and develop marketing and publicity plans and strategies for assigned areas with the Marketing Manager. Oversee developing, writing, editing, and distributing pamphlets, flyers, newsletters, websites, social media, and other publicity materials for activities, events, and programs within the Aquatic Division.

 

Promotes NCPRD activities and programs with community groups and the public; serves as the District Aquatic representative on local/regional committees and teams for Aquatic related activities and projects; prepares and presents oral and written reports, actions, and recommendations to the public, staff, NCPRD, Director, and the District Advisory Committee.

 

WORKING CONDITIONS

 

Requires working weekends, evenings, and holidays.

 

WORK SCHEDULE

 

This position works 40 hours during a standard workweek of Monday through Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended. This position is designated as on-site/in-person. It is expected that the selected candidate will perform duties at the specified on-site work location.

North Clackamas Parks & Recreation District (NCPRD) is a service district of Clackamas County dedicated to providing exceptional parks and recreation programs, facilities and services.
