Claims Officer Trainer (Staff Development Program Specialist - Senior)

The Wisconsin Department of Veterans Affairs (WDVA) currently has an opening for a Staff Development Program Specialist - Senior, to serve as the Claims Officer Trainer for the agency’s Claims Assistance Office. This position will be headquartered in either Madison or Milwaukee. The Madison location is WDVA’s Central Office at the Wisconsin Revenue Building on Rimrock Road. The Milwaukee location is the Regional Office on West National Avenue

Position Summary

 

This position has responsibility for the development, implementation, and evaluation of Veterans Benefits Administration (VBA) claims training programs for WDVA Claims Office staff and accredited representatives. The incumbent will lead the development, implementation and analysis of training needs, assessments, curriculum, and surveys.

This position will also be instrumental in creating, editing, delivering, and publishing professional trainings in areas related to VBA claims as requested. The incumbent will be responsible for drafting, designing, updating, and delivering trainings for staff members and WDVA accredited representatives for both virtual and in-person training. This includes delivering new worker training and continuing education training for County Veteran Service Officers, Tribal Veteran Service Officers, and other partners.

The position is responsible for identifying new technologies associated with the delivery of training programs and incorporating new technologies as appropriate to ensure an interactive and engaging training experience. In addition, the incumbent must maintain up-to-date knowledge of all VBA claims processes and activities as well as up-to-date knowledge of adult learning practices and methodologies.

Salary Information

 

The starting salary for this position is between $34.00 – 36.50 an hour ($70,720 - $75,920 annually). The Staff Development Program Specialist - Senior classification is in pay schedule and range 81-03.

Salary is dependent on candidate qualifications. Compensation for current State employees may vary and will be set in accordance with the State Compensation Plan.

Due to the nature of these positions, WDVA will conduct criminal background checks prior to an offer of hire. Candidates for employment in this position must also pass a federal background check.

Applicants must be legally authorized to work in the United States (i.e., a citizen or national of the U.S., a lawful permanent resident, an alien authorized to work in the U.S. without sponsorship) at the time of application. WDVA does not sponsor work or student visas, either at time of hire or at any later time.

A twelve-month probationary period will be required.

Qualifications

 

Minimally qualified applicants will have experience:

  • Working with Veterans Benefits Administration claims (e.g., medical, pension, surviving spouse, burial, etc.); and
  • Preparing for Board of Veterans' Appeals hearings; and
  • Developing, facilitating, and evaluating trainings.

Well-qualified applicants will also:

  • Hold accreditation as Service Organization Representative from the US Department of Veterans Affairs; or 
  • Have experience as a Rating Veterans Service Representative.
