Hybrid Telework Opportunity.

The Associate Governmental Program Analyst (Program Officer), under the direction of the Staff Services Manager I in the Grants Management Branch, in a highly independent manner, performs the more responsible, varied, and complex technical analytical work in a wide variety of consultative and analytical assignments such as developing new program funding announcements and applications, processing and evaluating grant proposals, and developing and monitoring contracts and budgets. Routinely provides consultative services to management and external stakeholders regarding funding applications and contracts.  Generates and provides data to management and stakeholders on funding application outcomes.  Performs fiscal and program reviews of funded applicants, as needed.  Makes recommendations for improvement to funding and contracting processes.  Participates in the development and testing of software tools to manage grants, invoices, and contract reporting.

Working Conditions

HCAI offers a hybrid telework schedule with a combination of remote and in-office work schedules for CA residents only. The telework policy is subject to change, and additional in-office days may be required and/or minimal notification may be given to report to the worksite if an urgent need arises.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

AGPA/ SSA:

  • Experience developing, administering, monitoring, or reviewing grants and/or contracts.
  • Experience creating and editing clear and concise documents, including procedural documentation and/or customer-facing communication.
  • Experience in leading or working in a group or team, including delegation or coordination of group tasks.
  • Experience working with Microsoft Office (including Word, Excel, and PowerPoint) and/or customer relationship management tools.
  • Experience analyzing information and making recommendations based on that information.
  • Experience providing technical or programmatic information to customers or outside stakeholders.
  • Experience tracking, prioritizing, and completing tasks independently.

Do you have the following education or experience?

AGPA

State experience applied toward the "General Experience" pattern must include at least one year in a class at a level of responsibility equivalent to that of the promotional class.

Experience applicable to one of the following patterns may be combined on a proportional basis with experience applicable to the other patterns to meet the total experience requirements, provided that the combined qualifying experience totals at least 30 months. Education may not be used to reduce this 30-month limit.

Education

The following education is required when general experience is used to qualify at any level: equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)   AND

Either I

Experience: One year of experience performing the duties of a Staff Services Analyst, Range C. or

Or II

Experience: Three years of professional analytical experience performing duties in one or a combination of the following or closely related areas: budgeting, management analysis, personnel, planning, program evaluation, or policy analysis.

Promotional candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment.

(One year of graduate work in public or business administration, industrial relations, psychology, law, political science, or a related field may be substituted for six months of the required nonsupervisory experience.)

SSA

Candidates who are within six months of satisfying the experience requirement for this class will be admitted to the examination, but they must fully meet the experience requirement before being eligible for appointment.

Equivalent to completion of the 12th grade; and

Four years of experience performing analytical, technical, clerical, and/or customer service duties. Academic education from an accredited college/university may be substituted for the required experience on a year-for-year basis.
