Consumer Education Specialist

The Public Service Commission (PSC) is an independent state agency that is responsible for regulating more than 1,100 Wisconsin public utilities, which provide electric, natural gas, combined water and sewer utilities, and certain aspects of local telephone service to households and businesses throughout the state! The PSC of Wisconsin ensures safe, reliable, affordable, and environmentally responsible utility services and equitable access to telecommunications and broadband services. 

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Hill Farms State Office Building  in Madison, WI at least 1 day per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

The Consumer Education Specialist (Communications Specialist - Senior) position will serve as the primary communications production and technical expert for agency operations. These communications will be both internally- and externally-facing. The incumbent will serve as the primary web master for the agency, ensuring that timely updates are provided to the public in a way that conforms to accessibility, content, and style standards. They will also assist in developing, maintaining, and applying agency standards in communications. They will exercise a high degree of independence in content and document management and will work with subject matter experts to translate complex information into plain language that can be understood by diverse audiences.

 

This position will be responsible for timely and effective communications about agency operations, policies, processes, and other events. The position will also develop long-term strategies for incorporating new interactive and digital media tools into agency communications. The incumbent will leverage graphic design and video production skills to maximize usage of media vectors to support continued growth of agency reach as well as to support the continued development of training and knowledge resources for Commission staff. They will also collaborate with the Agency Communications Director to support communications strategies and implementation while ensuring alignment with divisional and programmatic goals.

The Communications Specialist - Senior position is in schedule-range (07-04) with an annual salary of $54,080-$70,720, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

  • Experience managing content within a SharePoint environment 

 

In addition, well-qualified applicants will have experience with at least one of the following:

  • Experience managing a communications program on behalf of an organization
  • Experience planning, implementing and evaluating multi-media strategies for establishing communication efforts or outreach activities for an organization 
  • Experience writing and editing in Cascading Style Sheets (CSS)
  • Experience educating public audiences about complex issues through creation of content, campaigns, documents, etc.
