DESCRIPTION OF MAJOR DUTIES:

The Division of Housing & Community Resources Data Center seeks an Associate Data Scientist 
(classified as
Administrative Analyst 2, Information Systems) to lead the next evolution of our analytics program. 
The successful
candidate    will steward and expand our growing portfolio of Power BI dashboards and R/Quarto 
analytical reports — now
spanning 17 mission-critical products — by designing robust data models in Databricks, automating 
refresh pipelines, and
translating findings into concise narrative and statistical briefs for executives. Building on the 
foundations laid by our
program,  you will operate at a higher level: crafting predictive models that signal emerging 
trends in housing, vetting new
methodologies, and ensuring each visualization meets rigorous data-governance standards. The 
position calls for
independent  judgment in advanced analytics, the preparation of clear, actionable reports, and 
close collaboration with
program leaders to shape evidence-based policy across initiatives such as eviction & homelessness 
prevention, lead safety
initiatives, and affordable-housing implementation.

Candidates must demonstrate proficiency with Power BI, Databricks, and R/Quarto and the ability to 
translate complex
data and stakeholder requirements into insights that drive operational excellence. Key Duties:

• Architect, refresh, and expand a portfolio of Power BI dashboards and R/Quarto reports — 
currently 17 mission-critical
products — ensuring each is paired with clear statistical narrative and executive-ready visual 
storytelling.

• Build and optimize Databricks data models and automated ETL pipelines that feed interactive 
reporting and analytic
workloads, documenting data-flows and standards for reproducibility and audit-readiness.

• Design and deploy predictive models and other advanced statistical or machine-learning solutions 
that surface emerging
trends in housing, eviction prevention, and veteran services, translating findings into actionable 
recommendations.

• Conduct independent analytical studies to evaluate new methodologies and recommend technology 
improvements that
enhance operational efficiency across DHCR programs.

• Prepare concise, sound, and informative statistical and narrative briefs for divisional 
leadership, integrating policy
context with quantitative insights.

• Assist with the development of stakeholder workshops, train program staff on new or revised 
analytic products, and
provide ongoing technical consultation to ensure adoption and impact.

• Mentor interns and junior analysts, reviewing code and visualizations to uphold rigorous 
data-governance and quality
standards.

• Monitor data-quality metrics, troubleshoot system issues, and coordinate with IT, program, and 
external partners to
refine data pipelines and reporting assets.

• Other duties as assigned.

REQUIREMENTS

EDUCATION/EXPERIENCE: REQUIREMENTS:

NOTE: Applicants must meet one of the following or a combination of both experience and education. 
Thirty (30)
semester hour credits are equal to one (1) year of relevant experience.

Six (6) years of professional experience in work involving the review, analysis, and evaluation of 
the administrative,
business, and/or operational policies, procedures, practices, and processes and/or the 
technological requirements of an
organization for the purpose of revising/enhancing existing information systems and/or 
developing/acquiring and
implementing new IT solutions and services.

OR

Possession of a bachelor's degree from an accredited college or university; and two (2) years of 
the above-mentioned
professional experience.

OR

Possession of a Master's degree in Public Administration, Business Administration, Computer 
Science, Information
technology, Software Engineering, Information Security, Network administration, or Database 
Management; and one (1)
year   of the above-mentioned professional experience.

practices; and is performed with
the authority to act according to one's own judgment and make accurate and informed decisions.

LICENSE: Appointees will be required to possess a driver's license valid in New Jersey only if the 
operation of a vehicle,
rather than employee mobility, is necessary to perform the essential duties of the position.
